CALL TO ORDER Chairman Bugg called the meeting to order at 3:04PM ROLL CALL Alderman Carl Franco was present via audio conference Present: 5 - Chairperson Edward Bugg, Vice Chair Ron Woerman, Alderman Bill Donnell, Alderman Carl Franco and Alderman Emmanuel Llamas APPROVAL OF MINUTES 21-0764 Approval of the minutes from the Rules, Administration and Procedures Committee meeting held on September 21, 2021 . A motion was made by Alderman Donnell, seconded by Vice Chair Woerman, that this agenda item be accepted and filed. The motion carried. Ayes: 5 PUBLIC COMMENT AGENDA City of Aurora Page 1 Rules, Administration, and Meeting Minutes - Final October 5, 2021 Procedure 21-0805 An Ordinance Amending Chapter 2, for Record Keeping Purposes, and Amending Article 2-VI-3 to Codify and update Aurora's Advisory Boards and Commissions including The Advisory Commission on Disabilities; the Airport Advisory Board; Bicycle Pedestrian and Transit Board; Education Commission; Sustainable Aurora; Tree Board; Veterans' Advisory Council; and Youth Council. A motion was made by Alderman Llamas, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0765 A Resolution Authorizing the Modification of Liens Issued Through City Loan and Grant Programs. A motion was made by Alderman Llamas, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0797 A Resolution approving the appointment of Gerald Butters Jr. to the Grand Army of the Republic Memorial Commission (GAR) . A motion was made by Alderman Llamas, seconded by Vice Chair Woerman, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0803 A Resolution approving the appointments of members to the city's Human Relations Commission. A motion was made by Alderman Llamas, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0806 A Resolution approving the appointment of a Ward 1 representative to the Block Grant Working Committee. A motion was made by Alderman Llamas, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0740 An update regarding the proposed changes to the sign ordinance, Chapter 41, Signs, of the Code of Ordinances. This Information/Discussion Only was held CLOSED SESSION City of Aurora Page 2 Rules, Administration, and Meeting Minutes - Final October 5, 2021 Procedure ADJOURNMENT A motion was made by Alderman Franco, seconded by Alderman Llamas, that this meeting be adjourned. The motion carried.
