Please contact the Aldermen’s Office at (630) 256-3020 with questions. CALL TO ORDER Chairman Bugg called the meeting to order at 3:02 PM. ROLL CALL Present: 5 - Chairperson Edward Bugg, Vice Chair Ron Woerman, Alderman Bill Donnell, Alderman Carl Franco and Alderman Emmanuel Llamas APPROVAL OF MINUTES 21-0917 Approval of the minutes from the Rules, Administration and Procedures Committee Meeting held on November 2, 2021. A motion was made by Alderman Donnell, seconded by Vice Chair Woerman, that this agenda item be accepted and filed. The motion carried. Ayes: 5 PUBLIC COMMENT AGENDA 21-0914 An Ordinance Amending "Chapter 25, Article XI, Section 265, Definitions" of the Code of Ordinances. A motion was made by Alderman Franco, seconded by Alderman Llamas, that this agenda item be recommended for approval. The motion carried. A motion was made by Alderman Franco, seconded by Vice Chair Woerman, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0940 A Resolution approving the appointment of members to the African American Heritage Advisory Board . A motion was made by Alderman Franco, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0941 A Resolution approving the appointments of members to the Hispanic Heritage Advisory Board. A motion was made by Alderman Franco, seconded by Alderman Llamas, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0943 A Resolution approving the appointment of Sumitra Murali to the Indian American Community Outreach Advisory Board . A motion was made by Alderman Franco, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 21-0944 A Resolution approving the appointment of members to the Grand Army of the Republic Memorial Commission (GAR) . A motion was made by Alderman Franco, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 HELD 21-0740 An update regarding the proposed changes to the sign ordinance, Chapter 41, Signs, of the Code of Ordinances. This Information/Discussion Only was held City of Aurora Page 2 Rules, Administration, and Meeting Minutes - Final November 16, 2021 Procedure 21-0839 An Ordinance amending Chapter 13 of the Code of Ordinances pertaining to the licensure of retailers engaged in the business of selling certain vapor and alternate tobacco and nicotine products . A motion was made by Alderman Franco, seconded by Alderman Donnell, that this agenda item be forwarded with no recommendation to the Committee of the Whole. The motion carried. A motion was made by Alderman Franco, seconded by Alderman Donnell, to add the requirement that these businesses be one half mile apart. The motion carried. Ayes: 3 Nayes: 2 CLOSED SESSION ADJOURNMENT A motion was made by Alderman Franco, seconded by Vice Chair Woerman, that this meeting be adjourned. The motion carried. Chairman Bugg adjourned the meeting at 4:42 PM.
