Bugg Vice Chair Ron Woerman Alderman Bill Donnell Alderman Carl Franco Alderman Emmanuel Llamas Members of the public wishing to provide public comment for this meeting must be physically present at the meeting and registered to speak prior to the meeting being called to order. Please contact the Aldermen’s Office at (630) 256-3020 with questions. CALL TO ORDER Chairman Bugg called the meeting to order at 3:01 PM. Alderman Llamas requested permission to participate remotely per section 2-80 based on a reasonable anticipation of an extended illness. ROLL CALL Alderman Llamas was present via audio conference. Present: 5 - Chairperson Edward Bugg, Vice Chair Ron Woerman, Alderman Bill Donnell, Alderman Carl Franco and Alderman Emmanuel Llamas APPROVAL OF MINUTES 22-0222 Approval of the minutes from the Rules, Administration and Procedures Committee meeting held on March 15, 2022. A motion was made by Alderman Franco, seconded by Alderman Donnell that this agenda item be accepted and filed. The motion carried. Ayes: 5 PUBLIC COMMENT AGENDA City of Aurora Page 1 Rules, Administration, and Meeting Minutes - Final April 5, 2022 Procedure 22-0149 An Ordinance amending Chapter 6 Sec. 6-2, 6-8 and 6-14 of the Code of Ordinances relating to the delivery of alcohol . A motion was made by Alderman Franco, seconded by Vice Chair Woerman, that this agenda item be recommended for approval. The motion carried. Ayes: 5 22-0256 An Ordinance amending Chapter 6 Sec . 6-2 and 6-28 of the Code of Ordinances pertaining to hours of service . A motion was made by Alderman Franco, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 22-0257 An Ordinance amending Chapter 9 of the Code of Ordinances pertaining to the welfare of animals, establishing fees and fines, and making other confirming changes to the Code . This Ordinance was held Ayes: 5 22-0264 A Resolution Approving the Appointment of a Member of the city's Administrative Boards including the Fire Code Board of Appeals; and the Permanent Building & Fire Code Committee . A motion was made by Alderman Franco, seconded by Vice Chair Woerman, that this agenda item be recommended for approval. The motion carried. Ayes: 5 22-0265 A Resolution authorizing the reappointments of individuals to the Veterans Advisory Council. A motion was made by Alderman Donnell, seconded by Alderman Franco, that this agenda item be recommended for approval. The motion carried. Ayes: 5 22-0266 A Resolution authorizing the reappointment of of individuals to the Aurora Preservation Commission . A motion was made by Alderman Franco, seconded by Vice Chair Woerman, that this agenda item be recommended for approval. The motion carried. Ayes: 5 22-0267 A Resolution authorizing the reappointment of individuals to the FoxWalk Overlay District Design Review Committee. A motion was made by Alderman Donnell, seconded by Vice Chair Woerman, that this agenda item be recommended for approval. The motion carried. City of Aurora Page 2 Rules, Administration, and Meeting Minutes - Final April 5, 2022 Procedure Ayes: 5 22-0270 A Resolution authorizing the reappointment of an individual to the Bicycle, Pedestrian and Transit Advisory Board . A motion was made by Alderman Franco, seconded by Alderman Donnell, that this agenda item be recommended for approval. The motion carried. Ayes: 5 22-0272 A Resolution authorizing the reappointment of individuals to the Human Relations Commission. A motion was made by Alderman Franco, seconded by Vice Chair Woerman, that this agenda item be recommended for approval. The motion carried. Ayes: 5 22-0268 Update on 2022 Back to School Kits This Reports/Studies was discussed and filed HELD 22-0151 An Ordinance amending Chapter 6 Sec . 6-13 and Chapter 8 Sec. 8-131 of the Code of Ordinances . This Ordinance was held CLOSED SESSION ADJOURNMENT A motion was made by Alderman Franco, seconded by Vice Chair Woerman, that this meeting be adjourned. The motion carried. Chairman Bugg adjourned the meeting at 3:56 PM.
