ROLL CALL Present: 5 - Chairperson Ron Woerman, Vice Chair Emmanuel Llamas, Alderman Edward Bugg, Alderman Carl Franco and Alderwoman Patty Smith APPROVAL OF MINUTES 23-0917 Approval of the minutes from the Rules, Administration and Procedure Committee meeting held on November 7, 2023 . A motion was made by Alderwoman Smith, seconded by Alderman Franco, that this agenda item be accepted and filed. The motion carried. Jen Stallings, City Clerk A motion was made by Alderwoman Smith, seconded by Alderman Franco, that this agenda item be recommended for approval. The motion carried. Vice Chair Llamas left the meeting at 4:03 PM. Ayes: 4 23-0925 An Ordinance amending Chapter 49 of the Code of Ordinances, City of Aurora, Illinois, commonly known as the "Aurora Zoning Ordinance" Tracey Vacek, Zoning and Planning; Ed Sieben, Zoning and Planning A motion was made by Alderwoman Smith, seconded by Alderman Franco, that this agenda item be recommended for approval. The motion carried. Staff has requested that this item be placed on the 11/29/2023 BZE Agenda as information only and then go to COW on 12/5/2023. Ayes: 4 23-0932 A Resolution authorizing the reappointments of Gerald Butters Jr., Jared Ploger and Philip Pogue to the Grand Army of the Republic Memorial Commission. Alex Voigt, Mayor's Office A motion was made by Alderman Bugg, seconded by Alderwoman Smith, that this agenda item be recommended for approval. The motion carried. Ayes: 4 23-0910 A Resolution Adopting the 2023 Edition of the FoxWalk Overlay District Design Guidelines Intent, Rules and Regulations as an Appendix to Chapter 49 of the Code of Ordinances, City of Aurora, being the Zoning Jill Morgan, Zoning and Planning This Resolution was discussed HELD City of Aurora Page 2 Rules, Administration, and Meeting Minutes - Final November 21, 2023 Procedure 22-0211 An Ordinance Creating Section 2-65 of the Code of Ordinances pertaining to Aldermanic Initiative Funds . Rick Veenstra, Legal Department; Chris Minick, CFO; Rich Jacobs, Aldermen's Office This Ordinance was recommended for approval as amended. A motion was made by Alderwoman Smith and Seconded by Vice Chair Llamas to accept the Ordinance as written with an amendment to grandfather the current Aldermanic Funds Balance. This motion was retracted by Alderwoman Smith and Seconded by Llamas. A motion was made by Alderwoman Smith and Seconded by Alderman Franco to accept the Ordinance as written. A motion was made by Alderwoman Smith and Seconded by Vice Chair Llamas to amend the ordinance with a grandfather clause to keep the current Aldermanic Funds balance. The motion passed 5-0 A motion was made by Alderman Bugg and Seconded by Alderman Franco to strike the clause on page 5 lines 18 to 21 of the ordinance pertaining to Scholarships with a corresponding change to allow scholarship applications to be based like the current Grant Programs. This motion passed 3-2 A motion was made by Alderwoman Smith and Seconded by Vice Chair Llamas to end the discussion on Alderman Bugg's motion., This motion passed 5-0 Ayes: 3 Nayes: 2 CLOSED SESSION ADJOURNMENT A motion was made by Alderwoman Smith, seconded by Alderman Franco, that this agenda item be adjourned. The motion carried.
