CONSENT AGENDA Items on the consent agenda are of a routine nature or have been previously studied by the City Council at a work session. They are intended to be acted upon in one motion. Council members may pull items from consent if they would like them considered separately. a. SERIES 7 (BEER AND WINE BAR) LIQUOR LICENSE — ELEMENT NAIL BAR City Council will consider a request to recommend approval to the Arizona Department of Liquor License and Control of an application for a Series 7 (Beer and Wine Bar) Liquor License submitted by Juanita Alicia Esparza for the sale of beer and wine for on-premises consumption at Element Nail Bar located at 10665 West Indian School Road #G in Avondale with one condition of approval as listed in the staff report and authorize the City Clerk to execute the necessary documents. The Council will take appropriate action. b. QUARTERLY BUDGET TRANSFER City Council will consider requests to approve quarterly budget transfers as summarized in the attached Exhibit A, increase the award authority for the projects and authorize Finance and Budget Department staff to take the steps necessary to execute the transfers. The Council will take appropriate action. c. CONTRIBUTIONS ASSISTANCE PROGRAM FISCAL YEAR 2026-2027 FUNDING RECOMMENDATIONS City Council will consider a request to approve the funding recommendations made by the City Council Subcommittee for distribution of the proposed $200,000 Contributions Assistance Program fund and authorize the Mayor or City Manager, City Attorney and City Clerk to execute the necessary documents. RESOLUTION 1058-0726 - FISCAL YEAR 2027 PROPOSED FEE CHANGES City Council will consider a request to adopt Resolution 1058-0726, approving the Fiscal Year 2027 proposed fee changes and authorize the Mayor or City Manager, City Attorney and City Clerk to execute the necessary documents. The Council will take appropriate action. e. RESOLUTION 1059-0726 - AUTHORIZING GRANT ACCEPTANCE FROM AZ DEPARTMENT OF ADMINISTRATION FOR THE FY27 ARIZONA 911 GRANT PROGRAM City Council will consider a request to: a) adopt Resolution 1059-0726, accepting grant funding from the Arizona Department of Administration for the AZ 911 Grant Program in the amount of $163,000 for Fiscal Year 2027; b) authorize and direct staff to take all steps necessary to cause the execution of the Agreement and to take all steps necessary to carry out the purpose and intent of this Resolution; and c) authorize the Mayor or City Manager, City Attorney and City Clerk to execute the necessary documents. The Council will take appropriate action. f. RESOLUTION 1060-0726 - INTERGOVERNMENTAL AGREEMENT (IGA) - MARICOPA COUNTY ANIMAL CARE AND CONTROL City Council will consider a request to adopt Resolution 1060-0726, accepting an Intergovernmental Agreement (IGA) with Maricopa County Animal Care and Control (MCACC) for the impoundment and sheltering of stray dogs and cats until they can be reunited with their owners or adopted and authorize the Mayor or City Manager, City Attorney and City Clerk to execute the necessary documents. The Council will take appropriate action. 4. ADJOURNMENT Council Members of the City of Avondale will attend either in person or by telephone or video conference call.
