1 Minutes of the June 23, 2026 Board of Mayor and Aldermen Meeting
CONSENT AGENDA
1 Special event permit for Artisan Makers Market. (Trey Arthur, Director of
Code Enforcement)
The Artisan Makers Market event will be held on Saturday, September 19th,
from 9 a.m. to 2 p.m. at 5675 Stage Road/Shelby Street.
2 Purchase a Sansom Mini Packer. (Matt Crenshaw, Director of Public
Works)
Recommend approval to purchase a Sansom Mini Packer for Solid Waste
from Sansom Equipment for a total cost of $281,479.00 through Sourcewell
Contract #110223-NWY. Funds are available in Account 122.48122.935.

3 Purchase a Labrie Kenworth refuse truck. (Matt Crenshaw, Director of
Public Works)
Recommend approval to purchase a Labrie Kenworth garbage refuse truck
from Environmental Group at a total cost of $390,000.00 through Sourcewell
Contract # 110223-LEG for Solid Waste. Funds are available in Account
122.48122.935.
4 Purchase garbage carts. (Matt Crenshaw, Director of Public Works)
Recommend approval to purchase 793 garbage carts (sealed carts, extra
purchase carts and yard waste carts) from Schafer Plastics North America,
LLC for a total cost of $45,407.00 through Sourcewell purchase contract
120324-SFR. Funds are available in Account 122.48122.940.
5 Bid for an above-ground storage tank. (Matt Crenshaw, Director of Public
Works)
Recommend accepting the bid from American Petroleum Sales and Services for an
above-ground storage tank at the Fire Station #1 location for a total of $280,605.00.
6 Bid for two sets of battery powered hydraulic rescue tools. (Tommy
Gately, Fire Chief)
Recommend accepting the bid from Mid-South Rescue in the amount of
$70,860.00.
7 Purchase six 2026 Dodge Durango police pursuit vehicles. (Jeff Cox,
Chief of Police)
Request to purchase two 2026 Dodge Durango police pursuit patrol vehicles
at $41,327.00 each and four 2026 Dodge Durango police pursuit supervisor
vehicles at $41,177.00 each from Alan Jay Fleet Sales for a total of
$247,362.00. This purchase would be made via the State of Tennessee
Contract SWC #209. Funds are available in Account 110.42100.935.
8 Purchase a 2026 Chevrolet 1500 Crew Cab 4x4. (Jeff Cox, Chief of
Police)
Request to purchase a 2026 Chevrolet 1500 Crew Cab 4x4 truck for
$49,148.20 from Wilson County Motors. This purchase would be made via the
State of Tennessee Contract SWC #209. Funds are available in Account
124.48124.935

9 Purchase of two Hustler Hyper Drive 60" mowers. (Paul Wright, Director
of Parks and Recreation)
Recommend purchase of two Hustler Hyper Drive Kawasaki FX1000 with 60”
decks from Hustler Turf through Sourcewell Contract #112624-HTE for
$29,998.62 with Bartlett Small Engines serving as the local dealer. These new
mowers will replace two 2017 Hustler mowers in the daily operational fleet
and move the older mowers into a reserve role. Funds are available in
Account 110.44300.939.
10 Contract for Stoneridge Pond erosion repairs. (Paul Wright, Director of
Parks and Recreation)
We recommend awarding a contract to SOLitude Lake Management, LLC as
their proposal best satisfies the needs of the City of Bartlett and meets all the
requirements of the erosion repairs as specified in the published RFP. Funds
are available in Account 125.48125.923.
11 Temporary Employment Services Contract. (Kristi Francavilla, Director
of Finance)
We recommend the temporary employment services contract be awarded to
ED Business Solutions, LLC.
NEW BUSINESS
1 Resolution 26-26, a resolution to amend the Fiscal Year 2026 General
Fund Budget to appropriate $11,500 for qualified law enforcement
officers funded by the State of Tennessee Recruitment and Retention
Grant Program. (Kristi Francavilla, Director of Finance)
2 Resolution 27-26, a resolution to amend the Fiscal Year 2026 Bartlett
City Schools General Purpose School Fund, Federal Projects Fund,
Discretionary Grant Fund, Private Purpose Scholarships Fund, and
General Fund Balance. (Kristi Francavilla, Director of Finance)
3 Resolution 28-26, a resolution to approve the assignment of the Quail
Ridge Golf Course Management Agreement dated February 10, 2026 and
to authorize the amendment and restatement of that Agreement to
reflect that assignment. (Steve Sones, Chief Administrative Officer)
4 Appoint John Butler as the City of Bartlett’s representative to the MLGW
Board. (David Parsons, Mayor)
5 Appoint Brittney Owens as Assistant Director of Finance effective July
15, 2026. (David Parsons, Mayor)

OPEN DISCUSSION
The public shall be provided an opportunity to address the Board or Commission during an
Open Discussion period at the end of each regular and special meeting of the governing body.
Prior to the start of the meeting, individuals will be required to complete and present to the
Clerk the Open Discussion Citizen form provided at each meeting. The Open Discussion
period for regular and special meetings of the Board or Commission shall be limited to twenty
(20) minutes. Individuals shall be allowed to speak for up to three (3) minutes each. Open
Discussion periods will not be held for any meeting where there are no actionable items on the
agenda or meetings where the governing body is conducting a disciplinary hearing for a
member of the governing body or a person whose profession or activities fall within the
jurisdiction of the governing body.
