Biddeford Harbor Commission
Minutes from meeting of 18 January 2018
Present were Randy Desmaris, Graham Ganz, John Hennedy, Bill MacKeil, Sean
Tarpey, Harbormaster Paul Lariviere, Tom Milligan, Mike Swanton and Hartwell
Blanchard. Marshall Alexander was absent.
Meeting was called to order.
Harbormaster Paul Lariviere discussed mooring issues in the River. He and
Graham Ganz filled in the missing permit numbers at the pool.
Discussion about a proposal to merge Biddeford and Saco harbor and river oversight
received little support from commissioners. A meeting was scheduled to take place
January 22nd in Saco City hall to discuss the draft proposal.
Paul Lariviere and and Graham Ganz commented that there was a frequent patrol on
the River by the state.
Sean Tarpey turned over the chair to Bill MacKeil so he could present a request for
Rumery’s Boat Yard to have two moored floats in the River. The suggestion was to
have the floats moored fore and aft, and be place near to the sand bar in the center of
the basin. Paul Larivier was going to discuss approval with Marshall Alexander and
seek opinion from USACE. Submerged Lands would also be notified.
The gavel was returned to Sean Tarpey and the subject of budget was discussed. Paul
was going to complete the Harbormaster school application and submit it to Finance
for payment.
We discussed the ongoing project by Southern Maine Planning and Development
Commission looking to purchase a hydraulic dredge for use by coastal communities to
help keep channels open and replenish beaches. Further discussion is necessary.
The meeting was adjourned at 8:15.
