CALL TO ORDER Mayor Busse called the meeting to order at 6:31 pm and noted attendance.
Present: Mayor Tim Busse and Councilmembers Jenna Carter, Chao Moua,
Dwayne Lowman, Shawn Nelson, Lona Dallessandro, and Victor Rivas
All votes taken by voice vote.
Staff present: City Manager Zach Walker, Deputy City Manager Kathy Hedin,
City Attorney Melissa Manderschied, Council Secretary Priyanka Rai,
and other staff
PLEDGE OF Mayor Busse led the audience in the pledge of allegiance to the flag.
ALLEGIANCE
1.0 Approval of Agenda Motion by Busse, seconded by Rivas to approve the agenda as listed. Motion
carried 7-0.
2.0 INTRODUCTORY
2.1 Recognition for Mayor Busse thanked Councilmember Moua for his service on the council
Councilmember Moua and presented him with a plaque.
3. CONSENT BUSINESS Councilmember Rivas had the consent agenda. He moved to approve items
3.1-3.4, 3.6-3.10 and 3.12-3.16. Items 3.5 and 3.11 were held by
Councilmember Nelson, and 3.17 was held by Councilmember Lowman.
Seconds by Moua. Motion carried 7-0.
3.1 HVAC Services – Motion by Rivas, seconded by Moua to approve and award a three-year
Approve Award contract to Northern Air Corporation to provide HVAC services for the City of
Bloomington with a not-to-exceed amount of $375,000.00 and to authorize
Mayor and City Manager to enter into the related agreements.
3.2 Off-Sale Liquor Motion by Rivas, seconded by Moua to approve an Off-Sale Liquor License for
License Application for Star World Liquor LLC doing business as Sid's Discount Liquor located at
Sid's Discount Liquor 8348 Lyndale Ave S.

3.3 Approve LOGIS Motion by Rivas, seconded by Moua to approve LOGIS expenditures in the
Expenditures amount of $852,245 for 2026.
3.4 2026 Community Motion by Rivas, seconded by Moua to authorize execution of the 2026
Development Block Community Development Block Grant (CDBG) Mutual Agreement and the
Grant (CDBG) and 2026 Local Affordable Housing Aid (LAHA) Mutual Agreement between the
Local Affordable City and the Housing Redevelopment Authority (HRA).

3.6 Approve Bid Awards – Motion by Rivas, seconded by Moua to approve bid awards to the contractors
New Fleet Garage listed below for the construction of a new fleet garage and to authorize the
Project Mayor and City Manager to enter into the related agreement.
3.7 2026 Legislative Motion by Rivas, seconded by Moua to adopt the 2026 Legislative Platform.

3.9 Authorize Execution of Motion by Rivas, seconded by Moua to authorize the Mayor and City Manager
a Ten-Year Pouring to execute a ten-year pouring rights agreement with PepsiCo, together with
Rights Agreement with any amendments or modifications thereto, for recreation facilities operated
PepsiCo for by the City of Bloomington.

4.1 Public Comment: Mayor Busse opened the public comment at 7:29 pm. 1 person testified.
Adopt
Recommendations of Motion by Dallessandro, second by Rivas to adopt the recommendations of
the Bloomington Ferry the Bloomington Ferry Road Corridor Vision Study, including: Corridor Vision
Road Corridor Vision preferred Concept C, with future project design working to preserve existing
Study infrastructure where possible, and Interim safety improvements that include
corridor striping changes and intersection control modifications and
crosswalk enhancements. Motion carried 7-0.
4.2 Public Hearing: Adopt Mayor Busse opened the public hearing at 7:56 pm.
American Boulevard Motion by Carter, seconded by Dallessandro to close the public hearing at
Transit Study 7:56 pm. Motion carried 7-0.

4.3 Public Hearing: Mayor Busse opened the public hearing at 8:01 pm.

Extension of Deadline Motion by Moua, seconded by Carter to adopt Ordinance No. 2025-60, an
& Resolution of ordinance modifying Ordinance No. 2024-27 relating to the partial vacation of
Summary Publication Lindau Lane (F.K.A. East 81st Street) as dedicated in AIRPORT SOUTH
ADDITION, MALL OF AMERICA, MALL OF AMERICA 5TH ADDITION, and MALL
OF AMERICA 8TH ADDITION, according to the recorded plats thereof,
Hennepin County, Minnesota. Motion carried 7-0.
Motion by Moua, seconded by Carter to adopt Resolution No. 2025-207, a
resolution authorizing summary of publication of Ordinance No. 2025-
60 amending Ordinance No. 2024-27. Motion carried 7-0.
4.4 Public Hearing: Boards Mayor Busse opened the public hearing at 8:19 pm.

5.1 Order and Authorize to Staff provided project updates on the Nine Mile Creek Corridor Renewal
Bid Harrison Park Project along with additional updates specific to the Harrison Park Trailhead
Trailhead and and Veteran's Memorial Plaza Improvement Project and Nine Mile Creek
Veteran's Memorial Corridor Renewal Tree Removal Project.
