Page 2 of 7 Finance Committee Meeting May 12, 2026 5:00 PM http://www.bonneylake.gov/ Minutes I. Call to Order Chair Swatman, called the Finance Committee meeting to order at 5:00 p.m. II. Finance Committee Roll Call Elected officials attending were: Deputy Mayor Dan Swatman (Chair), Councilmember Angela Baldwin, and Councilmember Kerri Hubler. Staff members in attendance at the physical location were: City Administrator John Vodopich, Administrative Services Director/Interim Finance Director McEwen, Public Services Director Jason Sullivan, Acting Assistant Police Chief Ryan Harberts, Assistant to the City Administrator Leslie Harris, and Administrative Specialist II Debbie McDonald. Staff members attending virtual: Human Resources Manager Brian Sandler. III. Agenda Modifications Councilmember Baldwin moved to add the HR Staffing Report to the agenda under Departmernt Reports as item "A" . Councilmember Hubler seconded the motion. Motion Approved 3 – 0. IV. Approval of Minutes A. Approval of Minutes: April 14, 2026, Finance Committee Meeting Minutes Minutes from the April 14, 2026, Finance Committee Meeting were approved. V. Department Reports/Presentations A. Human Resources Staffing Report Human Resources Manager Brian Sandler gave an overview of the Human Resources Staffing Report. The Committee discussed and shared their concerns, including: Page 3 of 7 • Will the Interim Senior Center Director want the position. • When will recruitment happen for a Senior Center Director and a Chief Finance Officer. • When is City Administrator Vodopich leaving. • How long should it take to onboard a new City Administrator. VI. Items for Discussion/Action A. AB26-28 - An Ordinance Of The City Council Of The City Of Bonney Lake, Pierce County, Washington, Relating To The Implementation Of A Public Safety Sales And Use Tax For Criminal Justice Purposes; Adding A New Chapter 3.46 Public Safety Sales And Use Tax To The Bonney Lake Municipal Code; Providing For Severability And Corrections; And Establishing An Effective Date. City Administrator Vodopich gave an overview of the Public Safety Tax. The Committee discussed and shared their concerns, including: • Not a lot of support from City Council. • Don't want to add more taxes to the citizens. • Budget Deficit The Committee agreed to table the item for a few months. B. Water Leak Adjustment Discussion Administrative Services Director/Interim Finance Director McEwen gave an overview of the policy dealing with water leak adjustments. The Committee discussed and shared their concerns, including: • Look at special circumstances. • Hard to write a policy that will cover all situations. • Allow a percentage every three years. • What do staff think is the best way to handle adjustments. The Committee agreed to have staff update the policy and bring it back to the Finance Committee. C. AB26-39 - Out of State Travel - Detective Vance Interim Assistant Police Chief Harberts gave an overview of Out of State Travel for Detective Vance. Page 4 of 7 Committee had no comments. The Committee agreed to send the item to Consent Agenda. D. AB26-43 - Out of State Travel - Executive Department City Administrator Vodopich gave an overview of the Out of State Travel for Assistant to the City Administrator Leslie Harris. The Committee discussed and shared their concerns, including: • Why going to both AWC and ICMA. • Is supported because it is in the budget. The Committee agreed to send the item to Consent Agenda. VII. Open Committee Discussion None. VIII. Public Comments None. IX.
