account for the Special District 1 Councilmember Election of the City of Bowie, Maryland on Tuesday,
June 30, 2026. We, therefore, declare the following shall be the winner of this Election:
District 1 Councilmember: Zipporah Miller Number of Votes Cast: 255
A total of 349 cast their votes at the polls, and 28 people voted absentee, making a total
of 377 voters casting votes in the June 30, 2026 City of Bowie Special District 1 Councilmember
Election. There are currently 11,596 voters registered on the County books in District 1, which makes
a total of 3.3% of the registered voters casting their votes in the June 30, 2026 Special City Election.

comprehensive national recruitment process, the City Council has selected Ms. Jones to serve as the
City's Chief Executive Officer and to carry out the duties and responsibilities prescribed in the City
Charter.

RESOLUTION
OF THE COUNCIL OF THE CITY OF BOWIE, MARYLAND
APPOINTING ANGEL L. JONES AS CITY MANAGER FOR THE CITY OF BOWIE
WHEREAS, pursuant to §38 of the City Charter, the City Council of the City of
Bowie (“the City”), Maryland may appoint a City Manager who shall be the Chief
Executive Officer and have the duties and responsibilities set forth in §39 of the
Charter; and
WHEREAS, Alfred D. Lott, the previous City Manager, retired from City service
effective February 28, 2026; and
WHEREAS, after conducting a thorough national search for a new City
Manager, the City Council has determined to appoint Angel L. Jones, who shall fulfill
the duties of the City Manager set forth in §39 of the Charter for such time as she
remains in office.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bowie,
Maryland, that the City Council hereby appoints Angel L. Jones to perform the duties
and fulfill the responsibilities of the City Manager of the City of Bowie, Maryland
effective July 20, 2026.

OF THE COUNCIL OF THE CITY OF BOWIE, MARYLAND
RECOGNIZING DELMER "DEL" BILLINGS FOR HIS 23 YEARS OF SERVICE TO
THE CITY AS A MEMBER OF THE PUBLIC SAFETY COMMITTEE
WHEREAS, Mr. Del Billings was appointed to the Public Safety Committee on
January 21, 2003; and
WHEREAS, during his 23 years of service, Mr. Billings served as Chair of the
Public Safety Committee, representing the community and advising the Mayor and City
Council on matters related to police, fire, emergency management, and public safety;
and
WHEREAS, Mr. Billings worked closely with the Bowie Police Department
throughout its development and growth, fostering collaboration between the
Department, the Public Safety Committee, and the community; and
WHEREAS, in addition to his service on the Public Safety Committee, Mr.
Billings has demonstrated a longstanding commitment to public service through his
involvement with the Bowie Volunteer Fire Department, the U.S. Department of
Transportation, and numerous civic and veterans organizations; and
WHEREAS, Mr. Billings leaves a legacy of leadership, integrity, and unwavering
commitment to the safety and well-being of the Bowie community.
NOW, THEREFORE, BE IT PROCLAIMED that the Council of the City of
Bowie, Maryland does hereby recognize, commend, and express its sincere gratitude
to Mr. Billings for his service and numerous contributions to the City of Bowie.

Disability Pride and French American Heritage Month 2026
Good evening, Mayor and Council Members.
I am honored to represent the City of Bowie Diversity Committee in
recognizing Disability Pride Month and French American Heritage Month and
celebrating the many contributions of individuals with disabilities, French
Americans, and Francophone communities to our nation, our state, and our local
community.
Disability Pride Month is observed each July to celebrate disability identity
and culture, honor the achievements of people with disabilities, and commemorate
the anniversary of the Americans with Disabilities Act of 1990. The ADA is one of
our nation's most significant civil rights laws, prohibiting discrimination against
individuals with disabilities and ensuring equal access to employment, education,
transportation, and public services. Its legacy reminds us that accessibility and
inclusion create stronger communities for everyone.
This month, we are proud to recognize local leaders whose work has
advanced disability rights and accessibility.
Chandra Smith, a Prince George's County resident, is an IT engineer,
federal accessibility specialist, disability rights advocate, and triple amputee. She
helped advance Prince George's County's Universal Design legislation, promoting
accessibility features in new residential and commercial construction that benefit
people of all ages and abilities. She also serves as a Section 508 compliance
specialist, helping ensure equal access to digital information and technology.
Ola Ojewumi, a writer, disability rights advocate, public speaker, and
double-organ transplant recipient. She founded Project ASCEND, a scholarship
program for young people with disabilities, and the Sacred Hearts Children's
Transplant Foundation, which supports children awaiting organ transplants.
Through her leadership, writing, and public service, she continues to champion
disability rights, women's rights, and racial equity.

Their achievements remind us that communities thrive when everyone has
the opportunity to participate, contribute, and succeed.
We also recognize French American Heritage Month, observed each July to
celebrate the enduring friendship between France and the United States and the
lasting contributions of French Americans and Francophone communities to our
nation's history, culture, science, and public service. Francophone communities are
people and cultures from countries and regions around the world where French is
spoken, either as a primary or widely used language.
Yann André Le Cun, a French American computer scientist whose
pioneering work in artificial intelligence, machine learning, and computer vision
has transformed technologies such as optical character recognition and deep
learning, shaping the way we access and use digital information today.
Lastly, Caroline Mardok, a French American visual artist whose
photography, public art, and documentary filmmaking explore identity,
community, and environmental justice. Her work has been featured by The New
York Times, CBS, and Artnet.
Prince George's County is also home to vibrant Francophone communities
from Haiti, Cameroon, Senegal, Côte d'Ivoire, the Democratic Republic of the
Congo, Rwanda, Benin, and many other nations. These neighbors strengthen our
region every day as educators, healthcare professionals, entrepreneurs, engineers,
artists, military personnel, and public servants.
As we recognize Disability Pride Month and French American Heritage
Month, we celebrate the diverse experiences, cultures, and perspectives that
strengthen our community. By embracing inclusion, expanding opportunity, and
honoring the contributions of all people, we continue building a City of Bowie
where everyone has the opportunity to thrive.

CALL MEETING TO ORDER:
The Special Meeting of the Bowie City Council was held on Friday, April 17, 2026, in Council
Chambers at City Hall. Mayor Estève called the meeting to order at 7:50 a.m.
PLEDGE OF ALLEGIANCE TO THE FLAG:
Mayor Estève led the Pledge of Allegiance to the Flag of the United States of America.
QUORUM:
In attendance were Mayor Estève, Councilmembers Brady, Ndebumadu, Rogers, Truesdale,

ADJOURNMENT AND MOVE TO CLOSED SESSION:

compensation, removal, resignation, or performance evaluation of appointees, employees, or officials
over whom this public body has jurisdiction; any other personnel matter that affects one or more specific

Committee as a regular member for a 2-year term. Councilmember Rogers second the motion.

COUNCIL ANNOUNCEMENTS:
Mayor Estève reminded residents of two upcoming FY2027 Budget Listening Sessions scheduled
for April 21 at Fairmont at South Lake and April 23 at the Kenhill Center. He encouraged residents to
attend and provide feedback as the Council considers options to address the City's projected budget
shortfall.
Mayor Estève also announced upcoming community events, including the Arbor Day Celebration
at Acorn Hill Park and the Walk to End Domestic Violence at Centennial Park, both scheduled for
Saturday, April 25..
CITY MANAGER’S REPORT:
Acting City Manager Mears provided the locations for the upcoming Budget Listening Sessions
and encouraged residents to participate.
Mr. Mears also promoted the City's Alert Bowie notification system, encouraging residents to
register to receive customized emergency alerts, public safety notifications, and City news through text
message, email, telephone, or the mobile application. He noted that more than 10,000 subscribers
currently utilize the service and encouraged additional participation.
CONSENT AGENDA:
Mayor Pro Tem Woolfley motioned to approve Consent Agenda items: A) Adoption of
Proclamation P-3-26 Recognizing April 25, 2026, as Arbor Day in Bowie; B) Adoption of Resolution R-
36-26 Accepting the Water and Sewer Service Connections for Flagship Maryland Propco, LLC Car
Wash Located at 3313 and 3301 Superior Lane, Parcels V and W; C) Adoption of Resolution R-39-26
Accepting Proposal for the Scanning and Digital Archiving of Drawings and Awarding a Contract to
ArchSCAN, LLC for $60,507; D) Adoption of Resolution R-40-26 Waiving the Competitive Bidding
Requirements of Section 61 “Purchasing and Contracting” of the Charter of the City of Bowie to Allow the
Purchase of Security Camera Equipment (CCTV) from Skyline Technology Solutions, LLC, and
Authorizing the City Manager to Issue a Purchase Order in the Amount of $87,597.66. Councilmember
Brady second the motion. Motion passed 6-0.
OLD BUSINESS:
A. Adoption of Ordinance O-4-26 Amending the Adopted Budget for the Fiscal Year Beginning July
1, 2025 and Ending June 30, 2026, as Embodied in Ordinance O-4-25 and Amended by Ordinances O-
11-25, O-13-25, O-1-26 and O-3-26 to Appropriate Funds for the Following Projects: $48,300 to Fund
the Replacement of Vehicle #14 and $125,000 for the Administration of the April 7, 2026 Mayoral Election
– Acting City Manager Mears summarized the ordinance.
Public Hearing:
Mayor Estève opened the public hearing. City Clerk Hernandez reported that no individuals
signed up to speak and no written comments had been received. Mayor Estève declared the public
hearing to have been held.

Mayor Pro Tem Woolfley motioned to adopt Ordinance O-4-26. Councilmember Truesdale
second the motion. Motion passed 6-0.
NEW BUSINESS:
A. Request for Council Approval-New Speed Camera Locations – Deputy Chief Liberati presented
a request to establish additional automated speed enforcement locations as required under Maryland
law. Proposed locations included portions of Mitchellville Road, Stonybrook Drive, Superior Lane, Moylan
Drive, and Jennings Mill Drive. He explained that the locations were selected based on traffic safety
concerns identified by residents, Councilmembers, and Police Department staff.
Council discussed the effectiveness of the City's speed camera program and emphasized that its
primary purpose is improving roadway safety rather than generating revenue. Members discussed
expanding the number of approved camera box locations while continuing to rotate the City's limited
number of active cameras to maximize their deterrent effect.
During discussion, Council reached consensus to add additional approved locations on:
• 3100 Block of Trinity Drive;
• Rockledge Drive (12000 and 12400 Blocks);
• Pin Oak Parkway (exact location to be finalized by staff).
Councilmembers also discussed installing additional inactive camera boxes ("phantom boxes")
throughout the City to further discourage speeding.
Deputy Chief Liberati advised that although the City's contract limits the number of active
cameras, additional approved locations may be established and cameras rotated among those locations
as needed.
Mayor Pro Tem Woolfley motioned to approve the proposed speed camera locations, as amended
during the meeting. Councilmember Brady seconded the motion. Motion passed 6-0.
B. Opportunities for County Funding - Acting City Manager Mears presented a memorandum
regarding potential Prince George's County funding opportunities. Staff explained that County
Councilmember Adams requested potential City projects for consideration during the County's budget
process. The initial recommendations included environmental remediation, Bowie Town Center master
planning, and expanded regional recreational funding.
Council discussed expanding the City's funding requests to include additional master planning
efforts, regional recreation improvements, and continued environmental remediation. Members also
discussed pursuing County support for recreational facilities that serve residents throughout Prince
George's County, including athletic fields, Allen Pond Park, the golf course, and the future ice arena.
Additional discussion included exploring future opportunities related to the Northview Drive Park-and-
Ride property and other economic development initiatives.
Council reached consensus to forward the City's three primary funding priorities to the County:
a. Environmental remediation funding for the Racetrack Road property;
b. Expanded master planning funding for Bowie Town Center, Church Road, and Racetrack
Road properties; and
c. Expanded regional recreation funding to support City recreational facilities that serve
residents throughout Prince George's County.

Staff was directed to provide Council with the revised funding request and continue discussions
regarding additional long-term economic development opportunities.

Mayor Pro Term Woolfley motioned to adjourn the regular City Council meeting and move to closed
session immediately following the Budget Worksession under the statutory authority of the Md. Annotated
Code, General Provisions Article §3-305(b)(1) “To discuss the appointment, employment, assignment,
promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of
appointees, employees, or officials over whom this public body has jurisdiction; any other personnel
matter that affects one or more specific individuals”, and §3-305(b)(4): “To consider a matter that
concerns the proposal for a business or industrial organization to locate, expand, or remain in the State”.
Councilmember Brady second the motion. Motion passed 6-0. The regular meeting adjourned at 9:00
p.m.

SUBJECT: Supply and Delivery of Polymer to the Wastewater Treatment Plant
Resolution R-62-26

A legal notice advertising an Invitation for Bids for the supply and delivery of Polymer for the
wastewater treatment was placed on eMaryland Marketplace Advantage and Bid Locker. At the close
of bidding at 11:00 a.m., Wednesday, July 1, 2026, the City received three (3) bids for the supply and
delivery of polymer for the wastewater treatment plant. Below is a tabulation of the bids received:

The term of the contract will be for the period of FY27, except the City shall have the option, in its
sole discretion, to renew the contract for two (2) additional one-year terms (FY28-FY29).
After careful review of the bids submitted, it was determined that Pollu-Tech Inc. had submitted a
responsive and responsible bid. Price increases will not be considered for the first year of the
contract. Requests for price adjustments after the initial term must be submitted in writing, in an
amount that does not exceed the annual percentage change of the Consumer Price Index (CPI) for
the twelve-month period immediately prior to the date of the request.
The Public Works Department recommends and requests approval of Resolution R-62-26 to accept
the bid from Pollu-Tech Inc, in the amount of $35,600.00, for the Supply and Delivery of Polymer for
the Wastewater Treatment Plant.

RESOLUTION
OF THE COUNCIL OF THE CITY OF BOWIE, MARYLAND
AWARDING A CONTRACT TO POLLU-TECH INC FOR THE SUPPLY AND
DELIVERY OF POLYMER TO THE WASTEWATER TREATMENT PLANT IN THE
AMOUNT OF $35,600.00
WHEREAS, a legal notice advertising and Invitation for Bids for the supply and
delivery of Polymer to the Wastewaster Treatment Plant was placed on eMaryland
Marketplace Advantage and Bid Locker; and
WHEREAS, at the close of the bidding at 11:00 a.m., Wednesday, July 1, 2026,
the City received three (3) bids; and
WHEREAS, the contract term of this contract will be for one year (FY27) with
the City having sole discretion to renew for two additional one-year periods (FY28-
FY29): and
WHEREAS, after careful review of the bids submitted, it was determined that
Pollu-Tech Inc. had submitted a responsible and responsive bid; and
WHEREAS, price increases will not be considered for the first-year contract.
Requests for price adjustments after the initial term must be submitted in writing in an
amount that does not exceed the annual percentage of the Consumer Price Index (CPI)
for the twelve-month period immediately prior to the date of the request.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bowie,
Maryland, that the Council hereby accepts the bid of Pollu-Tech Inc and authorizes the
City Manager to enter a contract with Pollu-Tech Inc in the amount not to exceed
$35,600.00.
