City of Buckeye 2025 Citizen Water and Wastewater Rate Committee July 31, 2025 MINUTES City Hall East at The Landing White Tanks Conference Room 945 N. 215th Avenue Suite 137 Buckeye, AZ 85326 6 p.m. 1. Call to Order/Roll Call Chair Subjack called the meeting to order at 6:00 p.m. Members Present: Chair Subjack, Vice Chair Whitehead, Member Holguin, Member Hammond, Member Morris, Member Moreno Alternates Present: Member Gonzales, Absent: Member James, Member McMurray Staff Present: Water Resources Director Terry Lowe, Water Resources Deputy Director Eddie Solis, Water Resources Management Assistant Jaymie Parker, City Attorney Scott McCoy, Administrative Assistant II Lianna Lewis, Administrative Assistant I Macey Haddorff, 2. Approval of Minutes from the July 17, 2025 “2025 Citizen Water and Wastewater Rate Committee” Meeting A motion was made by Vice Chair Carolyn Whitehead and seconded by Member Vickie Morris to approve the minutes as presented. Approval 6-0. Minutes carried. 3. New Business 3.A Public Outreach Presentation Staff Liaison: Terry Lowe, Water Resources Director Mr. Lowe gave a brief presentation on the Water Resources Department’s recommendation for the locations, format, and purpose of the city’s potential public outreach community meetings. Staff recommend there be a total of three meetings: one in the Festival service area, one in the Central service area, and one in the Sundance service area. Staff further recommend the meetings be two hours long and include a presentation from staff, and a Q&A session for residents to ask questions and share their thoughts. General discussion was held regarding the options presented. 3.B Water Utility Deep Dive Presentation Staff Liaison: Terry Lowe, Water Resources Director Mr. Lowe delivered an in-depth presentation on the Water Utility, beginning with the introduction of the “Eye on Buckeye: Buckeye’s Water Management” special edition that describes the history of Buckeye Water and Buckeye’s Water Portfolio. Mr. Lowe’s Water Utility Deep Dive Presentation also covered “The Flow of Water,” the man-power and major assets needed for the city’s wells, water facilities, and distribution network; the city’s infrastructure assets compared to the City of Goodyear and Liberty Utilities, the role of the Department’s other Divisions, the fiscal structure of the Utility, the cost drivers, and Buckeye’s current water rate structures. 4.
