City of Buckeye 2025 Citizen Water and Wastewater Rate Committee August 28, 2025 MINUTES City Hall East at The Landing White Tanks Conference Room 945 N. 215th Avenue Suite 137 Buckeye, AZ 85326 6 p.m. 1. Call to Order/Roll Call Chair Subjack called the meeting to order at 6:00 p.m. Members Present: Chair Subjack, Vice Chair Whitehead, Member Hammond, Member James, Member Moreno, Member Morris, Member Holguin Alternates Present: Member Gonzales, Member McMurray Absent: Member Moreno Staff Present: Water Resources Director Terry Lowe, Water Resources Deputy Director Eddie Solis, Water Resources Admin. & Project Manager Jaymie Parker, Administrative Assistant II Lianna Lewis, Administrative Assistant I Macey Haddorff, 2. Approval of Minutes from the August 14, 2025 “2025 Citizen Water and Wastewater Rate Committee” Meeting A motion was made by Member Hammond and seconded by Member Morris to approve the minutes as presented. Approval 6-0. Motion carried. 3. New Business 3.A Utility Rate Structures Staff Liaison: Terry Lowe, Water Resources Director Mr. Lowe delivered the Utility Rate Structures presentation including a short recap of the previous meeting, follow-up items, the history of rates and rates structures, public vs. private utilities, and an extensive examination of different rate cycles, rate structures, and rates. The presentation concluded with an open discussion topic regarding the pros and cons of maintaining a single service rate or breaking the city into two or more service rates. General discussion was held regarding the differences between public and private utility companies, and using rates to encourage conservation. Chair Subjack called for a 10 minute recess at 6:40 p.m. Chair Subjack called the meeting back to order at 6:50 p.m. 4. Comments from the Public – None. 5. Adjournment There being no further business to discuss, Chair Subjack adjourned the meeting at 7:35 p.m. James P.
