City of Buckeye 2025 Citizen Water and Wastewater Rate Committee September 11, 2025 MINUTES City Hall East at The Landing White Tanks Conference Room 945 N. 215th Avenue Suite 137 Buckeye, AZ 85326 6 p.m. 1. Call to Order/Roll Call Chair Subjack called the meeting to order at 6:00 p.m. Members Present: Chair Subjack, Vice Chair Whitehead, Member James, Member Morris, Member Holguin Alternates Present: Member Gonzales, Member McMurray Absent: Member Moreno, Member Hammond Staff Present: Water Resources Director Terry Lowe, Water Resources Deputy Director Eddie Solis, Water Resources Admin. & Project Manager Jaymie Parker, Administrative Assistant II Lianna Lewis, Administrative Assistant I Macey Haddorff, 2. Approval of Minutes from the August 28, 2025 “2025 Citizen Water and Wastewater Rate Committee” Meeting A motion was made by Member Whitehead and seconded by Member Morris to approve the minutes as presented. Approval 5-0. Motion carried. 3. New Business 3.A Buckeye Rate Adjustments Staff Liaison: Terry Lowe, Water Resources Director Mr. Lowe delivered the Buckeye Rate Adjustments presentation. The presentation included a recap of the previous meetings and the purpose of the Committee; a review of city of Buckeye water bills compared to other providers; the department’s increase in expenses since 2016; the assets acquired since 2016; the overall value of the department’s assets over time; the FY27-FY31 Capital Improvement Project forecasts; FY27-FY31 forecast of assets to come on board; FY27-FY31 forecast for personnel; FY27-FY31 forecast of increases in asset values and the industry standard 2% asset management investment; three scenarios for investing in asset management; staff’s recommendation of a 5-year rate cycle; the proposed rate structure; and then the staff’s proposed rate amounts and the department’s fund balance based on what rates are implemented. Member Rodriguez requested the CIP be broken out to show what is covered by rates and what is covered by impact fees. Chair Subjack requested the “Citywide Poor-Quality Treatment” CIP project be re- titled so customers are not misled to believe this refers to treated, potable water rather than raw water being pumped from the ground. Chair Subjack also requested the percentage increases be spread out more evenly. There was general discussion regarding the rate options and their implications on the fund balance. 4.
