CITY OF BUCKEYE COUNCIL WORKSHOP OCTOBER 21, 2025 MINUTES City Hall - 1st Floor / Executive Conference Room 530 East Monroe Avenue Buckeye, AZ 85326 4:45 p.m. 1. Call to Order/Roll Call Mayor Orsborn called the meeting to order at 4:45 p.m. Members Present: Councilmember Berry, Councilmember Goodman, Councilmember HagEstad (via Microsoft Teams), Councilmember Beard (via Microsoft Teams), Vice Mayor Heustis, and Mayor Orsborn. Members Absent: Councilmember Youngker. Departments Present: City Manager Doug Sandstrom, Deputy City Manager Dave Roderique, Deputy City Manager Javier Setovich, Interim Deputy City Manager Cindy Camarata, City Attorney Scott McCoy, City Clerk Lucinda Aja, Police Chief Robert Sanders, Community Services Director Miranda Gomez, Water Resources Director Terry Lowe, Project Management Office Director James Shano, Development Services Director Brian Craig, Economic Development Director Suzanne Boyles, Interim Chief Financial Officer Rick Langley, and Information Technology Deputy Director Alan Eubanks. 2. Workshop Items 2.A Presentation and discussion on the update of the Transportation Master Plan. Staff Liaison: John Willett, Deputy Director of Transportation Mr. Willett provided a detailed update on the transportation master plan, emphasizing the importance of accurately depicting future roadway center lines and effectively communicating with developers. He highlighted the need to identify major roads in undeveloped areas, ensuring developers set aside the right amount of right-of-way during their planning. This approach also aids in applying for Maricopa Association of Goverments (MAG) funding. The update involved reviewing current studies, updating mapping, conducting public surveys, and meeting with developers. Key updates included population and employment data, new MAG modeling criteria, and the addition of a wildlife chapter in collaboration with the White Taints Conservancy. The transit chapter remained unchanged due to an ongoing transit master plan update. John also mentioned the completion of 21 new studies in the Buckeye area, including the S35 corridor study and the bike and pedestrian master plan. Public survey results identified key concerns such as congestion, street repair, and traffic enforcement. Future roadway recommendations included changing Sun Valley Parkway from a parkway to a principal arterial road and adjusting other roadways to better suit traffic volumes. The plan also introduced preferred truck corridors and emphasized the need for wildlife crossings. Funding allocation was discussed, with a significant portion needed for roadway improvements. The final product is a comprehensive updated transportation master plan, with ongoing biweekly meetings with developers October 21, 2025 Council Workshop Minutes and a 30-day public review comment period starting soon. Vice Mayor Heustis requested further information regarding costs for wildlife crossings. Mr. Willett explained that they would likely use existing washes under Sun Valley Parkway, raising the parkway slightly to make it a longer bridge or multi-span bridge, which would not add as much cost as building a new elevated structure. Mayor Orsborn requested a 30,000-foot view of what the transportation master plan is and what it is not. Mr. Willett provided an overview, explaining that the plan is a long-term planning document for future growth, not an immediate construction plan. It sets up a framework for future roadways and helps in planning and funding applications. 3. Adjournment.
