CITY OF BUCKEYE COUNCIL WORKSHOP DECEMBER 2, 2025 MINUTES City Hall - 1st Floor / Executive Conference Room 530 East Monroe Avenue Buckeye, AZ 85326 4:30 p.m. 1. Call to Order/Roll Call Mayor Orsborn called the meeting to order at 4:30 p.m. Members Present: Councilmember Berry, Councilmember Goodman, Councilmember Beard, Vice Mayor Heustis, and Mayor Orsborn. Members Absent: Councilmember Youngker and Councilmember HagEstad. Departments Present: Acting City Manager Javier Setovich, Deputy City Manager Dave Roderique, City Attorney Scott McCoy, City Clerk Lucinda Aja, Chief Human Resources Officer Cindy Camarata, and Water Resources Director Terry Lowe. 2. Workshop Items 2.A Presentation and discussion on the update of the City's Integrated Water Master Plan (IWMP). Staff Liaison: Terry Lowe, Water Resources Director Mr. Lowe presented an update on the City's Integrated Water Master Plan (IWMP), highlighting its purpose as a guidance document for both the city and developers. The plan integrates water resources and infrastructure, looking ahead to 2040, and accounts for population growth and current legislation. Mr. Lowe emphasized the importance of flexibility in the plan to accommodate development changes and discussed the need for prioritizing effluent recharge and maximizing underground storage, as well as the benefits of regional infrastructure approaches for efficiency and cost-effectiveness. The plan also includes recommendations for partnerships with water suppliers and the implementation of new assets like the Parkland and Tartesso water campuses. Based on questions from Council, Mr. Lowe confirmed that the regional approach is more efficient and cost- effective, allowing for scalable development and centralized operations and explained that the storage would indeed be regional, utilizing natural underground storage facilities. General discussion was held regarding stakeholder input. Numerous comments were received, particularly regarding recent legislation and water purchases, and the plan was revisited incorporate the feedback. 3. Adjournment.
