Pursuant to A.R.S. § 38-431.03(A)(2) or (3) the Board may, by majority vote, recess or adjourn
to executive session at one or more times during the meeting, as needed to confer with the
Board Attorney for legal advice regarding any item listed on this agenda or to discuss or
consider records exempt by law from public inspection.
1. Call to Order/Roll Call
Chair Tony Youngker called the meeting to order at 9:01 a.m.

2. Public Safety Retirement Board (Fire) Action Items
2.A Board Action: Approval of the minutes from the December 12, 2024, Public Safety
Retirement Board (Fire) meeting.
A motion was made by Board Member Rubin and seconded by Board Member Reynolds to
approve the December 12, 2024, meeting minutes. The motion passed unanimously.
2.B Discussion and possible action to authorize an Independent Medical Examination
(IME) in connection with the disability retirement application of Brian Smith.
The Board began discussion regarding the application of Mr. Brian Smith. Board
Attorney Lesli Sorensen noted that while a confidentiality waiver was signed, it is
recommended to discuss private medical records in Executive Session.
Motion by Board Member Rubin to enter Executive Session. Seconded by Board
Member Reynolds. The motion carried unanimously.
Executive Session Time Entered: 9:05 a.m.
Executive Session Time Exited: 9:28 a.m.
Upon returning to Public Session, Board Member Rubin made a motion to table the
application to allow for additional information gathering. Seconded by Board Member
Reynolds. The motion passed unanimously.
2.C Board Action: Approve the enrollment of the following eligible new hires into the
Public Safety Personnel Retirement System (PSPRS):
A motion was made by Board Member Reynolds and seconded by Board Member Jimenez to
accept the following 26 applicants into the system:
• Corbin Magley (pre-existing condition), effective January 6, 2025
• Tanner Schweighauser (pre-existing condition), effective January 6, 2025
• Hannah Rogers (pre-existing condition), effective January 6, 2025
• Vicente Barriga, effective May 12, 2025
• Trevor Carrillo (pre-existing condition), effective May 12, 2025
• Zachariah Houze (pre-existing condition), effective May 12, 2025
• Martin Jimenez (pre-existing condition), effective May 12, 2025
