CITY OF BUCKEYE REGULAR COUNCIL MEETING JULY 1, 2025 MINUTES City Council Chambers 530 E. Monroe Ave. Buckeye, AZ 85326 6:00 p.m. Pursuant to A.R.S. § 38-431.03(A)(3) the Council may, by majority vote, recess or adjourn to executive session at one or more times during the meeting, as needed to confer with the City Attorney for legal advice regarding any item listed on this agenda. 1. Call to Order/Invocation/Pledge of Allegiance/Roll Call Mayor Orsborn called the meeting to order at 6:00 p.m.; David Ford of Globe for Christ International led the invocation; Councilmember Youngker led the Pledge of Allegiance. Members Present: Councilmember Youngker, Councilmember Berry, Councilmember Goodman (via Microsoft Teams), Councilmember Beard, Vice Mayor Heustis, and Mayor Orsborn. Members Absent: Councilmember HagEstad. Comments from the Public Carolyn Whitehead commented on the positive impact the City has had on the Festival Ranch communities. 3. Awards/Presentations/Proclamations – None. 4. CONSENT AGENDA ITEMS / NEW BUSINESS Approval of items on the Consent Agenda - All items with an (*) are considered to be routine matters and will be enacted by one motion and vote of the City Council. Mr. McCoy noted, for the record, that Consent Agenda Item *4.AE will not be part of the Consent Agenda. The Item involved the acquisition of real property in connection with the Durango Road Capital Improvement Plan (CIP) Project. The owners of the property agreed to the City purchase terms and have executed the Purchase and Sale Agreement, eliminating the need for action on Consent July 1, 2025 Regular Council Meeting Minutes Agenda Item *4.AE. Additionally, Consent Agenda Item *4.AK has a correction for the record; all references to 135 acres in the Resolution and supporting materials shall be changed to 117.70 acres. A motion was made by Vice Mayor Heustis and seconded by Councilmember Youngker to approve Items , *4.A, *4.B, *4.C, *4.D, *4.F, *4.G, *4.H, *4.I, *4.K, *4.L, *4.M, *4.N, *4.O, *4.P, *4.Q, *4.R, *4.S, *4.T, *4.U, *4.V, *4.W, *4.X, *4.Y, *4.Z, *4.AA, *4.AB, *4.AC, *4.AD, *4.AE, *4.AF, *4.AG, *4.AH., *4.AI, *4.AJ, *4.AK, *4.AL, *4.AM, and *4.AN. Motion passed unanimously. *4.A Council to take action on Change Order No. 2 to the Construction Contract (No. 2025273) between the City of Buckeye, an Arizona municipal corporation, and Granite Construction Company, a California corporation, for Taxiway H and Taxilane Rehabilitation, to include the design for Non-Precision Approaches to Runway 17- 35; and authorize the City Manager to execute and deliver said Change Order on behalf of the City of Buckeye. Staff Liaison: Scott Lowe, Aviation Assets Director Council approved Change Order No. 2 to the Construction Contract (No. 2025273) between the City of Buckeye, an Arizona municipal corporation, and Granite Construction Company, a California corporation, for Taxiway H and Taxilane Rehabilitation, to include the design for Non- Precision Approaches to Runway 17-35; and authorize the City Manager to execute and deliver said Change Order on behalf of the City of Buckeye. *4.B Council to take action on Resolution No. 36-25 approving the Public Infrastructure Reimbursement Agreement between the City of Buckeye, an Arizona municipal corporation and EVT Roosevelt Verrado, LLC, an Arizona limited liability company. Staff Liaison: Ron Moll, City Engineer Council adopted Resolution No. 36-25 approving the Public Infrastructure Reimbursement Agreement between the City of Buckeye, an Arizona municipal corporation and EVT Roosevelt Verrado, LLC, an Arizona limited liability company. *4.C Council to take on Change Order No. 1 to the On-Call Consulting for Engineering and Architectural Services Contract (No. 2022003A.48) between the City of Buckeye, an Arizona municipal corporation, and Shums Coda Associates, Inc., a California corporation, related to building plan review services for Fiscal Year 2024-2025; and authorizing the City Manager to execute and deliver said Change Order on behalf of the City of Buckeye. No action was taken on this item. *4.AF Council to take action on the Professional Services Agreement (PSA) (Contract No. 32500022) between the City of Buckeye, an Arizona municipal corporation, and Architects Design Group, LLC, a Florida limited liability company, related to the design and civil engineering services for Capital Improvement Program (CIP) Project No. 107540 Public Safety Headquarters and CIP Project No. 107670 Public Safety Training Facility; and authorize the City Manager to execute and deliver said Agreement on behalf of the City of Buckeye. Public Hearings / Non-Consent - New Business 5.A Council to take action on the Memorandum of Understanding (MOU) between the City of Buckeye and the Buckeye Valley Chamber of Commerce relating to economic development services; and authorizing the City Manager to execute and deliver said MOU on behalf of the City of Buckeye. Staff Liaison: Suzanne Boyles, Economic Development Director Ms. Boyles provided an overview of the proposed MOU between the City and the Buckeye Valley Chamber of Commerce for Fiscal Year 2025-2026. The City will benefit from the various economic development services it will receive through the MOU, including, but not limited to, providing business retention services, business advocacy services, and tourism services. The Buckeye community will receive benefits from the economic development services under the MOU, allowing the City to leverage the City’s resources in support of economic and business development activities. For Fiscal Year 2025-2026 the MOU presented reflects additions to the scope of work within Business Advocacy Services. Additions include business roundtables, programs which engage and enhance participation and awareness of the business community, and business trainings. These additions represent an additional $10,000 in services provided on behalf of the City. Therefore, the MOU and the scope of services to be provided represents the requested amount of not to exceed $60,000 for Fiscal Year 2025-2026. A motion was made by Vice Mayor Heustis and seconded by Councilmember Youngker to approve the Memorandum of Understanding (MOU) between the City of Buckeye and the Buckeye Valley Chamber of Commerce relating to economic development services; and authorizing the City Manager to execute and deliver said MOU on behalf of the City of Buckeye.
