Special Council Meeting and Council Executive Session

CITY OF BUCKEYE SPECIAL COUNCIL MEETING AND COUNCIL EXECUTIVE SESSION AUGUST 18, 2025 MINUTES City Council Chambers 530 East Monroe Avenue Buckeye, AZ 85326 1:30 p.m. 1. Call to Order/Roll Call Mayor Orsborn called the meeting to order at 1:30 p.m. Members Present: Councilmember Youngker, Councilmember Berry, Councilmember Goodman (via phone; excused at 5:00 p.m.), Councilmember HagEstad (via phone; arrived in person at 2:03 p.m.), Councilmember Beard, Vice Mayor Heustis, and Mayor Orsborn. Members Absent: None. Departments Present: Interim City Manager Dave Roderique, Deputy City Manager Doug Sandstrom, Deputy City Manager Javier Setovich, City Attorney Scott McCoy, City Clerk Lucinda Aja, Water Resources Director Terry Lowe, and Chief Human Resources Officer Cindy Camarata. 2. Convene into Executive Session At 1:31 p.m. a motion was made by Vice Mayor Heustis and seconded by Councilmember Youngker to convene into Executive Session pursuant to A.R.S. Section 38-431.03(A)(1) to discuss or consider the employment of candidates for the position of City Manager of the City of Buckeye. Motion passed unanimously. 3. Reconvene into Public Meeting at 6:07 p.m. At 6:07 p.m. a motion was made by Vice Mayor Heustis and seconded by Councilmember Youngker to reconvene into the Public Meeting. Motion passed unanimously. 4. Non-Consent / New Business 4.A Council will take action to direct staff on the next steps in the city manager selection process. A motion was made by Councilmember Youngker and seconded by Vice Mayor Heustis to direct the City Attorney to negotiate an Employment Agreement with the City Manager candidate consistent with the direction provided in Executive Session and present the Employment Agreement for City Council consideration at the next regularly scheduled City Council meeting as practicable. Motion passed unanimously. 5. Adjournment There being no further business to discuss, Mayor Orsborn adjourned the meeting at 6:08 p.m. _________________________________ Eric W.
