AGENDA Notice is hereby given pursuant to Texas Government Code, Chapter 551, that the Board of Commissioners of Burkburnett will conduct a meeting open to the public to be held on Monday, July 20, 2026, at 6:00 p.m. at the City Hall-Council Chambers, 501 Sheppard Road, Burkburnett, Texas, to consider the following agenda items. The Board of Commissioners may discuss and take action on any item on this agenda. RIGHT TO ENTER INTO EXECUTIVE SESSION If during the course of the meeting and discussion of any items covered by this notice, the Board of Commissioners for the City of Burkburnett determines that a Closed or Executive Session is required, then such closed meeting will be held as authorized by the Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices, Personnel or Audit) and 551.087 (Economic Development), and 551.089 (Deliberations regarding security devices or security audits, critical infrastructure, information resources technology). PUBLIC COMMENTS ON AGENDA ITEMS All persons desiring to address a specific agenda item must submit a "Public Comments" form to the City Clerk before the reading of the agenda item. Comments will be limited to three (3) minutes with a maximum of a two (2) minute extension following approval by a majority of the Commissioners. ITEM 1. DECLARATION OF A QUORUM AND CALL MEETING TO ORDER ITEM 2. INVOCATION ITEM 3. PLEDGE OF ALLEGIANCE ITEM 4. PERSONAL/AUDIENCE COMMENTS The Board of Commissioners invites citizens to speak on any topic. Please fill out a "Public Comments" form and submit the form before 6:00 p.m. to the City Clerk. Public comments are limited to five (5) minutes, with a possible two (2) minute extension following the approval by a majority vote of the Commissioners. The Mayor may adjust time limits to accommodate more or fewer speakers. Unless the item is specifically noted on this agenda, the Board of Commissioners is required under the Texas Open Meetings Act to limit its response to a statement of specific factual information or reciting the City's existing policy on that issue. ITEM 5. CONSENT AGENDA A. Approval of Minutes from the June 15, 2026, Regular Meeting B. Approval of Minutes from the June 22, 2026, Special Called Meeting C. Development Agreement for Pump City Diner D. Authorize the removal of Sergeant Royce Challis and the addition of Lieutenant Robert Turner as a signatory on the Police Department Forfeiture account ending in 8372. E. Approve initiation of the Request for Qualifications (RFQ) process to secure Professional Planning Services for the Safe Streets and Roads for All (SS4A) Comprehensive Safety Action Plan and Demonstration Project. ITEM 6. Update and discussion regarding water and wastewater services by Veolia. ITEM 7. Discuss and take any action necessary to appoint a Finance Director. ITEM 8. PUBLIC HEARING: Discuss the following: A. Case 2026-07: A request to rezone the property located at Lot 10, Goodwin Subdivision, an addition to the City of Burkburnett, Wichita County, Texas, commonly known as 617 E 3rd St, Burkburnett, TX, Wichita County, from Commercial Business (CB) to Residential-2 (R-2). B. Case 2026-08: The properties proposed for rezoning are requested to be changed from Single-Family Residential-6 (SF-6) to Single-Family Residential-10 (SF-10) in order to align lot sizes with the correct zoning district. The area includes portions of the Baber & McCluskey Subdivision commonly known as blocks of Quail Run Ln, Cardinal Ln, Blue Jay Ln, Dove Ln, Oriole Ln, Pheasant Ln, Eagle Ln, and 1106 Kramer; and the Joy Springs Addition commonly known as Taylor Ln and the 1000 Block of Corbin Ln, and an adjacent tract located west of Joy Springs Addition, being part of the A-3 Samuel Anderson Survey, Abstract No. 3, located in Burkburnett, Tx, in Wichita County. C. Case 2026-09: The properties proposed for rezoning are requested to be changed from Agricultural District (AG) to Single-Family Residential-6 (SF-6) to align the existing developed neighborhood and the lot sizes with the correct zoning district. The area includes Section 8 of Henderson Subdivision commonly known as 1422-1446 Amherst, an addition to the City of Burkburnett, Wichita County, Texas. D. A zoning text regarding carport regulations, Ordinance Number 1114. ITEM 9. Discuss and take any action necessary regarding the following: A. Discuss and take any action necessary regarding a Lease and Chapter 3 80 Economic Development Agreement with Red River Riding Association. ITEM14. Discuss and take any action necessary to appoint members to the Charter Review Committee. ITEM15. Discuss and take any action necessary to appoint applicants or nominees to the Burkburnett Development Board. ITEM16. SECOND READING: Discuss and take any action necessary regarding Resolution Number 810. A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF BURKBURNETT, TEXAS, AUTHORIZING THE BURKBURNETT DEVELOPMENT CORPORA TION'S EXPENDITURE OF UP TO THIRTY-FIVE THOUSAND DOLLARS ($35,000) FOR BUSINESS-RELATED EXPENSES; PROVIDING FOR TWO SEPARA TE READINGS IN COMPLIANCE WITH SECTION 505.158, TEXAS LOCAL GOVERNMENT CODE; AND PROVIDING AN EFFECTIVE DATE. ITEM17. Discuss and take any action necessary regarding a Burkburnett Development Corporation (BDC) budget amendment.to transfer from the Money Market Account to the line item, Economic Incentives, for $35,000 to fund the Ink & Beam Incentive Agreement. ITEM 18. Discuss attendance for the 114th Annual Texas Municipal League (TML) Conference and Exhibition on November 11 - 13, 2026. ITEM19. City Manager's Report - update and discussion by Lindsey McNabb-Fox, City Manager, regarding city administration, operations, events, and projects. ITEM20. EXECUTIVE SESSION In accordance with Texas Government Code, Section 551.001, et seq., the Board of Commissioners will recess into Executive Session (closed meeting) in accordance with the authority contained therein to discuss the following: § 551.074: Discuss the appointment, employment, evaluation, reassignment, duties, discipline, dismissal of, or to hear a complaint against the public officer or employee: City Manager. ITEM21. RECONVENE The Board of Commissioners will now adjourn Executive Session and reconvene into regular Open Session pursuant to the provisions of Chapter 551 Texas Government Code, and take action, if any, on matters discussed in Closed Executive Session. ITEM 22. COMMISSIONERS' COMMENTS Pursuant to Government Code Section 551.0415, City Commissioner Members may make a report about items of Community interest during a meeting of the governing body without having given notice of the report. Items of community interest include: • Expressions of thanks, congratulations, or condolence; • Information regarding holiday schedules; • An honorary or salutary recognition of a public official, public employee, or another citizen, except that a discussion regarding a change in the status of the person's public office of public employment is not an honorary or salutary recognition for purposes of this subdivision; • A reminder about an upcoming event organized or sponsored by the governing body; • Information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality and • Announcements involving an imminent threat to the public health and safety of people in the municipality have arisen after the posting of the agenda.
