1. Meeting commenced at 3.45pm. Motion to approve agenda, with a
change to move the presentation on Lovability and Burlington to the
next meeting. Approved.

2. Motion to approve minutes of previous meeting, along with a request to
implement an action style of minutes for future meetings – including
dates and names of responsible. Approved, Catton and Messing
3. BAC Mission and Goals. Glen presented the modified State plan graphic,
attached, as a suggested structure for the BAC work based upon systems
of opportunities and services.
Jane Catton – appreciates this tie back to Older Vermonters Act and
Older Americans Act and the fact it is aligned to the Council resolution
forming the BAC.
Group moved on to discuss mission and goals – intending to return to
the graphic.
Suggested Mission for discussion – “The Burlington Council on Aging’s
mission is to connect and enable organizations that promote healthy
aging, and advocate for a community that respects and empowers
‘elders’ - older people.”
Discussion among group – some dissent, suggest moving this to a format
where the whole group can read and consider. MG to provide a google
document for comment.
Name of group – as above request for document where member may
post suggestions. Burlington Aging Council is the name offered by City
Council. Member suggested using the term ‘elders’
Note to avoid Burlington Council on Aging, as this is a national and
statewide term for a specific community group.
MG to provide a google doc for thoughts and ideas
Ruby Baker COVE: Encourages the group to approach the work by
rewarding partners that are making space for elders, working
collaboratively. Also offers the COVE resource guide and asks to
coordinate with the BAC:

Suggestion from BP and others that the presentation from Kelly at the
next meeting may help us move towards action areas for focus. The
presentation will be grounding and help to bring up the focus areas. Also
a review of the document presented by Glen gives guidance.
Homework for next meeting – look for resources and think about the
focus areas and action ideas required to form an action plan. (Use the
diagram for focus ideas)
4. UVM Capstone Project – offer from Glenn to access 8-12 grad students
from the MPA program to assist the BAC with research on focus areas
(and perhaps to expand the focus areas). The students report out in
April/May to assist with Action Plan development. Great opportunity
for connection building for the students to community and for elders.
The idea was enthusiastically accepted and Glenn will proceed.
5. Next Meeting Dates: December 21st 2021 and January 18th 2022 and
the third Tuesday of the months following – meeting from 3:00pm to
4:30pm.
