Committee to Review Policing Policies 9/17/2019 Committee to Review Policing Practices Community Room @ BPD Tuesday, September 17th, 2019 Generated by Laura Cheney on September 20, 2019 Members present: Chief of Staff Jordan Redell, Deputy Chief Jon Murad, Officer Vinny Ross, Sergeant Jesse Namdar, Police Commissioner Randall Harp, Police Commissioner Shireen Hart (standing in for Jabulani), City Councilor Perri Freeman, Jim Dunn, Melo Grant, CD Mattison, Skyler Nash, Kevin Rodgers, Thomas Nececkas and Carter Neubieser. Staff present: City Attorney Eileen Blackwood, Clerk Laura Cheney Public present: Corporal Eric Kratochvil, Deputy Chief Jan Wright 1.0 Call to Order • Chair Mattison called the meeting to order at 5:49 PM. The members of the Committee introduced themselves. 1.01 Agenda – Additions or Modifications Motion by Kevin Rodgers, second by Jordan Redell, to approve the agenda. VOTING: Unanimous; motion carried 2.01 Public Forum • No speakers. • Chair Mattison proposed putting some parameters to structure public forum. • Consensus: 20 min for public forum, 3 min/person 3.01 Approval of Minutes Motion to approve by Perri, seconded by Carter to approve minutes with the following edit: affective should be effective, under 4.01. Page 1 of 4 Committee to Review Policing Policies 9/17/2019 VOTING: Unanimous; motion carried 4.0 Communication 4.01 Review of Duties • Chair Mattison reviewed duties outlined in City Council Resolution and noted additions can be made as the committee moves forward. She suggested categorizing data by duty to give structure to the process. 4.02 Review of Data • DC Murad noted what data is not yet included in the binder: 2019 UOF Report, # of lawsuits, info on conduct violations, and citizen complaints. • Chair Mattison noted this was an expense for the PD, and asked how we can address that. • CA noted that the $50,000 is allotted for a consultant, but the committee can request changes to the particulars of the use of funds from City Council. • Kevin expressed interest in gathering data through focus groups, surveys, etc., to understand the breach of trust between the community and the department and want a consultant to assist in that. • CA noted we’ll likely need to go to the CC to approve use of funds for multiple consultants for different purposes. • Melo asked what is the relevance of the city of Seattle being referenced in the binder. • DC Murad noted that the training at BPD has outpaced policy. Other departments, like Seattle, Camden NJ, NYPD, are examples of the direction of our training, but not explicit in our policy. • Melo asked if the PD has requested any funds to implement new training, etc. that would support officers and if the City denied any requests? • Jordan and CA remarked that the Chief has many ideas on how to further the department goals, which fall beyond the scope of the budget. None have specifically been denied, to their knowledge. • DC Murad noted that the Chief has brought in ICAT training, as well as the ERV program. Both are constantly being improved, broadened and developed. • There was consensus to ask the Chief to share his ideas on funded and unfunded training with the committee when training is discussed in full. 4.03 Topics & Process • Chair Mattison asked that we be mindful of our due date for recommendations to CC. • Chair Mattison proposed a SWAT assessment for both the committee and the PD, which may reveal the need for external consultants or others we may need to bring in. • Carter suggested the subcommittee format, or breaking up during the meeting, to dive into topics, with the beginning designated to hearing from the PD. • Vinny felt that subcommittees would prevent all members from being a part of the process. • Skyler suggested communicating regularly with the CC and the public to inform on the process and what we are covering. • Perri suggested requesting an extension to January, and presenting in November topics that have been covered. • Carter requested devoting 2 meetings to each topic - the first for discovery, the second for developing recommendations. • Jim inquired about reaching out to the community. Page 2 of 4 Committee to Review Policing Policies 9/17/2019 • Skyler noted the PD may not be the best place to invite people to a public forum. • Chair Mattison suggested a listening tour to gather community insight and ensure individuals in the community feel their voice is heard. • Jim noted the PC did solicit community insight by going to community organizations and it was highly effective. • Kevin asked for this information • Melo recommended utilizing the NPA’s to gain community insight and raise awareness of avenues for community members to express concerns. • Consensus of Topics & Tentative Order: 1. Officer Training - initial, ongoing 2. Use of Force Policy 3. Disciplinary Process 4. Police Info Disclosure 5. Civilian Oversight Structure 6. Wellness Program to support officers (should complement deescalation) 7. Data Collection, etc. 4.04 Next Mtg Agenda Items & Date • Chair Mattison suggested a presentation from the PD at the next meeting. • Consensus to meet every other Tuesday at 5:45, Next meeting: October 1 • Items: funds for survey/consultants with CC, review topics, subtopics and scheduling, listening sessions, review duties, presentation from PD Motion by Kevin, second by Carter, to ask the City Council to amend the resolution to allow the use of funds to cover multiple consultants. VOTING: Unanimous; motion carried Motion by Kevin, second by Perri, to request anonymous numerical data from the PD about officers who have served in the military and zones of armed conflict.
