Open Space Subcommittee Meeting Minutes
March 2, 2026 at 4:30 PM
311 North Avenue, Conference Room and Remote Meeting
Present: Scott Gustin, Dan Cahill, Zoe Richards, Rebecca Roman, Kelly Farrell, Dale Azaria & Sharon
Bushor.
I. Public Comment
Sharon Bushor said she has concerns about using Conservation Legacy Fund monies
as an alternative funding source. What justifies use of the fund for infrastructure?
What are the criteria? A monetary cap may be needed. Infrastructure is very
expensive.
Discussion Item
- Conservation Legacy Fund
Application, process, and parameters for conservation infrastructure
RR cited three markers of assessment for potential infrastructure applications: 1)
What acquisitions are on the horizon? 2) How well does the project align with the
CLF resolution? and 3) How well does the project align with the goals of the open
space plan?
SG noted that he and Dan can draft an application with background and evaluation
criteria for full board consideration.
Dan Cahill, create one OpenGov application with a divider between conservation
infrastructure and land acquisition.
RR noted applications should be for projects on public property (or at least publically
accessible). Guidelines/criteria should tie into the Open Space Plan.
