Meeting Notes Ward 2 Neighborhood Planning Assembly (NPA) April 9, 2026 | 6:30-8:00pm | All are welcome Join in person: O.N.E. Community Dinner ONE Community Center, 20 Allen Street 5:30-6:30pm | Free | Donations welcome Menu: Orange & Green Olive Paella, Spiced Chick Peas, Join remotely: Roasted Vegetables, and Spanish lemon cake https://zoom.us/j/93179389982 Music: Ana Ruesink Facilitator: Lauren Ebersol​ ​ Notetaker: Kason Hudman 6:30 pm Introduction 5 min -​ Minutes Approved, Agenda Adopted. 6:35 pm Public Forum (2 minutes max per person) 10 min -​ Andrea Todd, Ward 2 resident, mentions that she is concerned about the future of City Market and encourages everybody to look at the Board Meeting notes, that are now much more available on the City Market website. Andrea also mentions that John Tashiro is having an open meeting later in this month and she encourages folks to go. -​ Nikhil Goyal, Vermont State Senate candidate, reminds people about the August Democratic Primary elections and asks for people to give him his vote to make Vermont more affordable. -​ Ward 2 resident, mentions that he works to prevent the spread of forever chemicals or PFAS, and he is concerned about Global Foundries and their current expansion plans. He is worried that this will drastically expand the spread of PFAS into Lake Champlain. Invites people to reach out to him to talk more about the campaign for Global Foundries to add a filtration system as they expand. -​ Megan Humphrey, mentions that she is supporting NIkhil Goyal and invites everybody to his campaign launch next week, happening in the same space here at the ONE Community Center. Invites people to go to Nikhil Goyal’s website. -​ Solve, Ward 2 resident, mentions that the next Vermont Stage Company’s show is Rhinocerous, from April 30th-May 2nd, and invites folks to attend 6:45 pm Top 5 Things Going On in Burlington 5 min -​ New City Councilors were sworn in last Monday and Mayor Mulvaney-Stanak gave her State of the City -​ ONE Clean Up Crew is happening and Clean Up Crews around the city, keep an eye out for information about those -​ Penguin Plunge happened and raised money for Special Olympics -​ The Superintendent of the Burlington School District is doing a coffee pop up at 8am 6:50 pm Budget Vote 5 min Vote on use of funds from the NPA budget. -​ Using $100 from our NPA funds to redo the signs for the ONE Community Dinner. -​ 23 Yes Votes/0 No Votes/0 Abstentions. It passes unanimously. ​ ​ Ward 2 NPA - March 12, 2026 - Notes - Page 1 6:55 pm City Council 20 min Gene Bergman (Ward 2) and Melo Grant (Central) - Burlington City Council -​ Melo opens, mentions Green Up Day on May 2nd, and encourages everybody to get involved. She also brings up a few other clean up opportunities, and says that the DPW is going to clean up the area around the Moran Frame, the Urban Reserve, the area under Battery Park, and the area close to the Barge Canal on Pine Street. Melo then mentions the YMCA Kid’s Fest on April 25th at Roosevelt Park. Melo then says that they are in the midst of budget negotiations with the City Council and the Mayor’s office. Melo then talks about the Community Safety committee, and talks about how successful the “accountability court” was in clearing up the backlog of cases, focused particularly on people with multiple outstanding cases. Melo then mentions that Migrant Justice talked to the public safety committee about the March 11th ICE Raid, and ways that the local police department, in the eyes of Migrant Justice, did not live up to the Mayor’s Executive Order and the Fair and Impartial Policing policy. Melo expresses their view that the police should have verified the information on the warrants in order to live up to the Fair and Impartial Policing Policy. -​ Gene Bergman continues, mentions that himself and the Progressive Caucus are all calling for a comprehensive review of all police conduct on March 11th, and encourages everybody to write emails to City Council and state law enforcement leaders to pressure for greater accountability for our State Police and local police department. Gene then mentions that GMT has not received adequate funding the Vermont State Legislature, and he encourages people to pressure the State Legislature, particularly Speaker Krowinski, to devote more energy to ensuring GMT does not continue to hemorrhage. -​ Andrea Todd, Ward 2 resident, thanks Gene and Melo for their work, and requests for a more specific answer from the Mayor about why exactly the budget deficit exists again this year. Gene answers that he will pass that on to the Mayor, and he suggests that people stay tuned as the budget is discussed in the coming weeks. Melo also answers, says that the budget documents that she mentioned previously answer those 7:15 pm History of ONE Streets 20 min Megan Humphrey -​ Megan is using the same framework that the ONE Arts and Business District uses, which includes the Intervale. She details the story of a particular brick from an old building she collected on Elmwood Avenue. She then continues with her broader presentation, saying that the first thing that must be acknowledged is that we are on land stolen from the Abenaki people. The Abenakis used the Intervale floodplain of the Winooski River for foraging, hunting, medicinals, nuts, wild game, & fish. -​ In the 1800s, Burlington was the third largest lumber port in the country. Production of lumber mills, boats, wooden boxes, window blinds, & doors. In 1830, there were 10 buildings on North Street. In 1869, there were some houses north of North Street. In the 1880s, North Street was the main shopping district of Burlington. In 1880, there were 30 businesses & 50 homes. About 40% of Burlington residents were immigrants or first-generation Americans. There were French Canadian, Irish, German, Jewish, and Italian neighborhoods. 7:35 pm Fair Housing Month 20 min Taylor Thibault, Associate Director - Champlain Housing Trust ​ ​ Ward 2 NPA - March 12, 2026 - Notes - Page 2 -​ Sarah Russell, the Director of Emergency Services for CVOEO, starts by talking about the Elmwood 7:55pm Community Shelter, sometimes called “the Pods.” She mentions that they can serve 30-35 people at any given time, and they have served more than 200 people, and the vast majority have eventually found more permanent housing. -​ Andrea Todd, Ward 2 Resident, asks if the City of Burlington has a permanent plan for the shelter, since it is currently on a year-by-year lease structure. Sarah answers that it is best to ask the city that question, but Sarah understands why they might keep the year-by-year structure given the variability of shelter needs. Door prize drawing + Adjourn!
