6:35 pm Public Forum (2 minutes max per person)
10 min - Andrea Todd, Ward 2 resident, puts out a plea to ask people to help to ensure that the NPA agenda
is posted earlier than it currently is. She asks if people want to help the Steering Committee.
Andrea also mentions that some work on City Market is still happening, and reminds everybody
about the City Market board elections coming up in the summer and fall.
- Nikhail Goyal, Democratic primary in the Chittenden Central for VT State Senate candidate, gives a
campaign speech letting people know that he is running to stop Trump’s authoritarianism and fix
the cost-of-living crisis. He says that he will fight for universal publicly funded primary care, a state
land bank with permanently affordable housing, fight to ban corporate spending in state and local
elections, abolish and prosecute ICE, and he will fight big tech and will be enemy number one to
big tech.
- Jeffrey Peterson, candidate for VT State House in Chittenden-16, lets everybody know that he is
currently the only candidate running for Chittenden-16, and there should be two people running.
He asks someone in the room to run if they have the capacity and meet with him afterwards to talk
about the prospect.
- Melo Grant, Central District City Councilor, wanted to thank everybody for participating in the
clean up & clean out event in the ONE, and she encourages everybody go watch the video on
Instagram from Laura Sancehz-Parkinson about the greenbelt and why people leave stuff on the
greenbelt. Melo also encourages everybody in Ward 2 to go vote, and it is important that our
central district votes.
- Question from Ward 2 resident, wants to know what the percentage of people who vote in Ward 2
and Ward 3. Wendy Coe, Ward 2 resident, mentions that there are about 5,000 people per Ward,
and Ward 2 usually only gets about 1000 votes. Charlie, Ward 2 Steering Committee Member,
plugs people joining the Ward 3 or Ward 8 election commission

- In the 1790s, a Black community was established in Hinesburg. In 1810, there were 45 Black people
listed on the Burlington census. In the 1860s, there was a Black man named Tony Anthony who was
a cook in restaurants and steam boats. He lived in 78 Elmwood Avenue, and his sister Eliza lived at
86 Elmwood Avenue. Abial Anthony, Tony’s son, lived at 195 Elmwood Avenue and had three
children. Abial lived until he was 99 years old. Abial was a barber with his business partner
Williams. P.T. Barnum and Grover Cleveland both got their hair cut by Abial. George Williams, lived
at 205 Elmwood Avenue for about 45 years. He was the head of the Black Good Templars, which
was a group opposed to the consumption of alcohol. George William’s son, George Williams Jr, was
the first Black graduate of UVM Medical School. They had other family members on Elmwood
Avenue as well.
- Archibald Street. The store at 68 Archibald Street, had only two owners for over 100 years, the
Rome Family and then John & Mildred McLaurin. John bought the store in the 1970s, and John ran
the store J&Ms until he passed away in 2010. After John passed away, his daughter Judy took over
the business and she still runs it to this day. The house at 86-90 Archibald Street was inhabited by a
Burlington resident named Frank Pates who was a Buffalo Soldier in the United States Military.
Frank’s wife Cleta bought the house in the 1920s, and eventually Frank was also listed on the
mortgage. They were listed on the Green Book every year until its final publication. A Black
baseball team called the Burlington Colored All-Stars played at Roosevelt Park, and stayed at Frank
& Cleta’s home. There is a Pates Hotel Historic Marker in front of 86-90 Archibald Street. 142
Archibald Street was a Black missionary church in the 1960s. Helen & Arthur Hines ran the church
until the 1960s, when the church went bankrupt, but Helen & Arthur Hines stayed at the property
until Helen’s death in 2013.
- Janet, Ward 2 resident, mentions that Elise Guyette, involved with these history projects, really
made history come alive for her.
- Question from Ward 2 resident, wants to know if Megan is doing any collaboration with
Preservation Burlington. Megan talks about her own house, and mentions that Preservation
Burlington helped her learn a lot about the history of her house, and that she is only the third
owner of the house since the last owner lived in the house for 100 years.

- Abbey Duke & Brian Cina detail exactly where their district boundaries are, demonstrating that
they both represent a small sliver of Ward 2. Abbey mentions that most of the time is spent in
committee.
- Question from Ward 2 resident, since Brian Cina was on the ethics committee, wants to know
more about the ethics panels and committees and how they interact with each other. Brian details
how the House internal ethics investigations work, and mentions that, according to the Vermont
constitution, legislators are responsible for holding themselves accountable. Abbey Duke mentions
the State Ethics Commission, which is given the responsibility to uphold financial ethics.

- Ward 2 resident, notes the recent wave of legislator retirements and wants to know more about
the financial accommodation given to legislators. Abbey Duke answers, there is significant
turnover, and legislators are expected to work full-time for 4 to 5 months on a part-time salary, so
it does limit who is able to serve. Brian mentions that in states where it is a full-time job with a
full-time salary, that doesn’t necessarily limit corruption, since people cling to their position and
increase their own pay at a higher rate.
- Brian mentions two different Health Care bills, S.190 and S.197, two bills that he believes Governor
Phil Scott has signalled he will veto. One of them accelerates the process of the Green Mountain
Care Board regulating health care pricing, and the other is about universal primary care. Brian also
mentions that the Governor did sign a bill barring neurological interference without a patient’s
consent, which Brian celebrates. Brian then goes on to say that the Governor did veto a bill
regulating AI Data Centers.
- Trav Fryer, Ward 2 resident, asks if that bill was nuanced or if it was a brought ban on AI Data
Centers. Brian answers that Phill Scott did think that the current regulations in Vermont,
particularly Act 250, already protect Vermont from extremely onerous Data Centers. Brian thinks
that the Data Center bill would have been a more comprehensive regulation on Data Centers and
their problems specifically, so he is disappointed that Governor Phil Scott vetoed the bill.
- Tanya Vyhovsky joins the meeting digitally and mentions some of the bills she has worked on,
including a universal sanctuary schools policy statewide, updating mandatory reporting rules, and
the education reform bill. Tanya also mentions that AI regulation touched on the elections integrity
committee, since they passed a bill requiring AI use disclosure for campaign materials.
- Melissa Humphrey, Ward 2 resident, thanks the legislators for their time.
- Abbey Duke mentions three bills that she worked on in her committee, one regulates ticket
resellers to ensure people know they are buying tickets from the official site, one gets rid of
non-compete agreements for healthcare workers, and one makes it easier for large scale
renewable energy projects to get loans.
- Grace Sherwood, asks if biofuels and wood-burning is considered renewable, since they are still
spewing carbon into the atmosphere. Tanya and Brian answer and mention that the McNeil Plant is
controversial but one solution could be ratcheting down the amount of renewable credits
wood-burning receives over time to encourage the state to adopt more renewable forms of
energy.
