Neighborhood Planning Assembly Minutes Ward NPA: 5 Date of Assembly : 6/18/26 Start Time: (Commence): 7:00 Location: 645 Pine Street Finish Time: (Adjourn): 8:07 Note taker: Laura O’Malley Forward official minutes to: Barbara Turnbull Steering Committee Members in Attendance:​ FaRied Munarsyah, Laura O’Malley, Gary Myers Discussion Topics Actions Taken / Decisions Made ●​ Intro, Public Forum ●​ Anya Sansom is voted part of the SC ●​ DPW Presentation on BTV2050 Agenda Items and Actions: ●​ Commence: 7:00pm ○​ Steering committee introduces themselves ○​ We open the room up to self nominations, Nate describes the SC commitments ○​ Gary nominates Anya Sansom (she/her) ●​ Public forum ○​ Pardu Nambru ■​ He developed a system that generates thorough lists on candidates, bills, etc., providing further info to citizens regarding policies ■​ He is speaking with the Mayor and Chief of Staff on possibly implementing this system ■​ Email: pardhunambru@gmail.com ○​ FaRied ■​ He needs 2000 more signatures by primary August 11th to campaign for direct democracy ■​ proposition0.org ○​ Katie (traffic lights) ■​ She says that the new light @ corner of Maple and Pine is causing upsetting traffic patterns for locals ■​ Nate responds by speaking to Rob Goulding’s presentation from the last meeting and offers contact info for her ■​ Richard speaks to Katie’s same complaint ■​ Steve also adds that the lights were added after rigorous studies by DPW and to revisit, also adds Champlain parkway could cause issues ■​ Barbara notes that the Public works commission is at 6:30 the third wednesday of every month ■​ Bram adds that the pedestrians requested lights for safety, but acknowledges how it’s reviewed as not as safe ○​ Barbara ■​ Voting announcement: ballots will be sent starting June 29 if you would like to request a ballot ■​ All NPAs are hosting joint candidate community forum July 29th in the City Hall auditorium ○​ Bram Kleppner ■​ He represents Ward 5 and 6, asking for feedback from community ■​ 2 Brams running for office–this Bram is running for re-election for Ward 5 and 6 ●​ 7:27 - DPW Presentation on BTV2050 ○​ Sophie Sauve and Katie presents ○​ Open House from April 30th review ■​ The BTV2050 plan was showcased and they surveyed citizens ■​ Charlie says a video of this can be found online ■​ 70% or more sign-ins were Burlington residents–30% were from the South End ■​ Findings showed a significant portion of residents are being priced out ■​ She adds disclaimer that minorities likely weren’t accurately represented ○​ Current plans: ■​ planBTV (2011), transportation plan (2011), economic development plan (), parks, rec and waterfront (2019) ■​ The city is slated to develop 7,000 new units by 2050. The municipal plan needs changed in order to do this and is also revised every 7 years, there is an extension currently from March 2027 to … (doesn’t say new target) ○​ Collected feedback on city values and improvements, for example: access to green space, accessibility of all ages, water quality, year-round programming, gardening and food security within the city, preservation of parkland in light of plans for new development ○​ Surveys ■​ https://burlingtonsurvey.org open until June 30th ■​ Encourages the Ward to engage in the survey online or via tabling events this summer ○​ On June 27th there is a collaborative engagement even at the old north end community center (ONE CC) with Trusted Community Voices (TCVs) ○​ Scenario Planning ■​ Housing strategies: ●​ Concentrate the units downtown ●​ Main corridors (for ex, North Ave) ●​ Or dispersal ■​ Scenario planning is a tool to explore uncertainties and evaluate options, still figuring out what the city needs based on ripple effects ■​ September there will be a city wide engagement effort to ask for feedback from citizens ○​ Q’s ■​ Richard asks what mobility refers to and Sophie responds that it covers transportation (biking, driving, bussing), working with GMT ■​ Dominique asks about the new units geared towards only studios/one bedrooms, Sophie responds that the housing plans related to BPRW are likely more diverse ●​ Nate adds that a public hearing will happen for feedback ●​ Bram adds that the new single bedrooms will address a need the city hasn’t met ●​ Another Q from D: New walking path in Callahan status? Sophie says that the revised drawings will be submitted again in the fall with further preserved trees than in the original plan ○​ Nate says the parks plans are on their website ■​ Matt ●​ Matt asks about initiative to create more housing ●​ Katie emphasizes the housing targets are mandated by the state ●​ Bram points out that Chittenden is the only county that's experienced population growth ●​ Adjourn: 8:07pm
