We’re seeking a rep from Ward 3 for the CDBG program! 6:40 pm Public Forum (2 minutes max per person) - Melissa Cain (she/her): ONE Holiday Market is Sun Dec 3, and offered free trans rights stickers - __Stitz (she/her) (training coordinator at Burlington PD): Offering Community Academy starting again in 2024 - to learn more about the police dept & officers. Jan 3-Feb 7 on Wednesdays - Spaced out on this one - Keegan Lafferty (she/her) - UVM student and representing Big Heavy World. Big project: a program to provide youth with opportunities. Collecting signatures for a petition. - Emma Mulvaney-Stanak (state rep): trans affirming/inclusive stickers available - please take them. Also, running for mayor. - Joe Magee (he/they): Ward 3 city councilor. not running for reelection. One point being that there’s conflicting information. Important issue that everyone should look into. - On Monday (Nov 6), city council meeting - Memorial Auditorium letter of intent. See city council meeting docs from then - Andrea Todd: read the article this week and is disheartened that the building wasn’t taken care of till it got to this point. Would like to keep the building a building. - Melo: Unfortunately the building was so neglected that this is what we’re stuck with, especially because of the money spent on the high school. We wish there was more of a public process for this, but were ambushed with it. Grew up with 242 Main. - Joe: Part of the letter of intent says that for whatever can be saved, every effort should be taken. - Solveig Overby: We should put pressure on to NOT sell the building. And does agree with the McNeil plan because the wood is already available and will get burned some other way, so may as well use it. and will help get UVM get off gas. - Polly Vanderputten: There’s been deferred maintenance on ALL of these buildings (Memorial Auditorium and BHS), and part of the responsibility is on the state of VT for not funding school construction for years. And hopes architecturally, we can make something more beautiful (not like Cambrian Rise) that reflects and fits in with the beauty of the city. Can we negotiate that? - Melo: encourages everyone to email the mayor on that. - Brian Pine: The process will be a permit process. Design Advisory Board and Development Review Board. Local developers hope to repurpose/salvage the buildings. - Jeannie Walz: overwhelming agreement that 242 Main is missed. Doesn’t have to be at Memorial but we need it. Champlain Housing Trust has a big donation - is this on their radar? - Melo: Remember SeeClickFix to report needles, garbage, vandalism, encampments (for encampments, they’ll send CSLs out to talk to folks. It’s also a way to get garbage taken care of). - Melo: Encourages people to watch more public meetings / stay informed. For recordings, go to Town Meeting TV. We can’t do it faster than what we’re doing now (incentives, strong contract, etc) SCHOOL COMMISSIONER UPDATES - Polly: Global Ends - Check out school board meeting notes from Nov 7: Go to https://go.boarddocs.com/vt/bsdvt/Board.nsf/vpublic?open > Click Meetings > Scroll to November 7 - For next contract: fyi we don’t negotiate health insurance - that’s done at the state level. Wages are going up 5%. - Tune into school board meetings. - Jeannie: District and school board are super invested in restorative processes for students, families, community members to address grievances. In the past, this was done in favor of adults. This gives everyone a chance to learn from the situation. - Polly: BHS/BTC bond 7:35 pm Update on the Roosevelt Park Comprehensive Plan Cindy Wight and Sophie Sauvé, Burlington Parks & Rec Go to the Roosevelt Park Comprehensive Plan webpage - A comprehensive plan is a map of long-range improvements and changes. Anything that comes out of this plan would go into the city’s capital plan. From there, various plans are prioritized. - Covered all the public outreach they’ve done - included translated materials and Trusted Community Voices, both online and in-person targeted outreach. Boys & Girls Club. Meeting last night - all the slides from last night will be on their website soon. - Covered results of survey - Went through site analysis - Next public meeting: aiming for February - Speak to Sophie if you’re interested in joining the Community Advisory Committee (CAC) - Optional $50 stipend to help offset barriers to joining the CAC - Want more diverse voices - people of color, people with varying abilities - Andrea Todd: This is great and not enough people know about it - please broadcast this. - Alyssa Faber: Works at the school nearby and suggests having someone from the school on the CAC since they use the park all the time. - Someone else: What about parking? - Sophie: Not adding parking, but do want to make more accessible - Someone else: Should preserve as much green as possible - as little hard surface as possible - Charlie Giannoni: Where’s the money coming from? - Sophie: Some of it from Pennies for Parks. This project came from the Capital plan. Then the money to DO it is from the Capital plan. And if a shelter is wanted, the city has set aside ARPA funds. - Andrea Todd: What about Battery Park? - Sophie: Fiscal year 2026-ish Went around the room saying our names, where we live, and what we’d like to see in the park. 8:20 pm Adjourn - thank you for coming! NPA GUIDING PRINCIPLES: ● Operate through democratic principles and democratic procedures; ● Provide a safe and welcoming forum where residents can actively share their voices about issues that matter to them, and where they can learn from the voices of others; ● Cultivate involvement by a diverse spectrum of community members through active outreach and through eliminating barriers to participation; ● Operate in a manner that models respectful, inclusive, culturally, and economically aware practices; and ● Be a fun, creative, and vital organization that provides value and benefit through the multitude of perspectives shared by those who participate.
