Additional meetings may be scheduled as needed. Information Available: Documents related to this meeting are available on our Meeting Portal or by contacting the City Clerk. After the agenda packet is distributed, any documents related to an agenda item are available for public inspection at City Hall. Governing Law: The Active Transportation Advisory Committee conducts all meetings in accordance with the "Ralph M. Brown Act" (California Government Code Sections 54950, et seq.) and pursuant to the City of Calistoga Committee Bylaws, City of Calistoga Code of Ethics, ordinances of the City, and applicable state law. Access to Public Meetings: In compliance with the Americans with Disabilities Act, individuals requiring special assistance to participate in this meeting may contact the City Clerk’s Office at (707) 942-2807. To facilitate proper arrangements, we kindly request that any requests for reasonable accommodations be submitted at least 48 hours in advance of the scheduled meeting. How to Participate - Written Comments: To submit a general public comment or to comment on a specific agenda item, please direct your email to publiccomment@calistogaca.gov. To guarantee that your comments are received and distributed appropriately, the subject line of your email should clearly state “Active Transportation Advisory Committee,” along with the relevant agenda item, if applicable. Comments must be submitted at least four hours prior to the meeting start time to be included in the agenda and posted online. Comments received thereafter, will be made part of the official record and given to the Committee after the meeting. How to Participate - Oral Comments: In accordance with the California Government Code Section 54954.3, members of the public are permitted to address the Active Transportation Advisory Committee during the designated public comment period and in relation to any agenda item under consideration. Each participant has the option to provide their name for the record prior to speaking and will be allotted three (3) minutes for their remarks. The Chair reserves the right to limit public comments should they become irrelevant to the agenda item or if they are repetitive of previous statements. Furthermore, the Chair is responsible for maintaining order and decorum throughout the meeting. 2026 Active Transportation Advisory Committee Work Plan 1. CALL TO ORDER 2. ROLL CALL 3. PUBLIC COMMENTS An opportunity for members of the public to directly address the Committee on topics of interest that are not included on the agenda. Individuals wishing to speak must state their name and address and are requested to limit their comments to four minutes. In accordance with the restrictions set forth by the Brown Act, the Committee is unable to engage in substantive discussions or take action on issues that are not outlined in the agenda. 4. Clinic Ole Active Transportation Plan Discussion The Committee reviewed available planning documents regarding the proposed hotel project. Discussion focused on:  Pedestrian access to the site.  Parking impacts on nearby streets.  Sidewalk connectivity.  Potential future crosswalk needs along Lincoln Avenue.  Concerns regarding pedestrian circulation between the hotel and surrounding businesses. Committee members reiterated previous recommendations regarding sidewalks, crosswalks, and pedestrian safety improvements. 6.2. Washington Street Bike Parklet Signage Update 6.3. E-Bike/Electric Scooter Safety Committee members discussed ongoing concerns regarding:  Excessive scooter speeds.  Riders operating on sidewalks.  Lack of helmet use among youth riders.  Limited enforcement of existing regulations.  Public complaints regarding safety. Members noted that education and enforcement remain the primary tools available to address these concerns. Public concern regarding scooter safety continues to increase. 6.4. Petrified Forest Flashing Bicycle Sign No action was taken pending City Council budget decisions. Committee members were encouraged to continue advocating for project funding. 6.5. Napa Countywide Active Transportation Plan The plan is nearing completion and will be brought forward for City adoption. Minutes Page 2 of 5 Page 6 of 9 Item #5.1. Active Transportation Advisory Committee June 12, 2026 6.6. Hotel & Resort Bike Stickers Discussion continued regarding bicycle safety stickers distributed through local lodging properties. Committee members expressed interest in gathering feedback from participating resorts regarding:  Usage rates.  Guest response.  Effectiveness in improving bicycle safety awareness. Alternative informational materials were also discussed. 6.7. Traffic Calming Proposal: Lincoln Avenue & Fair Way The Committee discussed traffic calming options and the need for a traffic study. 6.8. Traffic Calming on Foothill Boulevard, from Petrified Forest to Lincoln The Committee discussed lowering the speed limit, which would require a traffic study and Council approval. 6.9. Discussion of the Street Hazard Reporting Software 6.10. Traffic Calming on Silverado/29/Lake The Committee discussed traffic concerns near local intersections and reviewed examples of single-lane roundabouts used in residential neighborhoods. Members expressed interest in learning more about whether similar designs could improve safety and traffic flow locally. 6.11. Sidewalk Trip Hazards/Gap Closure 6.12. Grant Street Multi-Use Path The Committee discussed the status of the Grant Street Multi-Use Path project. Members noted that project prioritization and funding decisions remain under consideration as part of the City's budget process. No action was taken, and the Committee will continue to monitor the project as additional information becomes available. Minutes Page 3 of 5 Page 7 of 9 Item #5.1. Active Transportation Advisory Committee June 12, 2026 6.13. Bicycle Friendly Community Application The Committee reviewed portions of the Bicycle Friendly Community application. Members agreed the application contains substantial data requirements and may be more efficiently completed with assistance from City staff familiar with community demographics and transportation data. The Committee discussed recommending that City Council direct staff to assist with completion of the application. 6.14. General Plan Amendment Discussion The Committee discussed potential amendments to the General Plan related to active transportation and bicycle infrastructure. Members reviewed previous comments and recommendations and discussed identifying specific policies that may warrant future revisions. Staff and Committee members will continue reviewing relevant sections and may bring proposed amendments forward for future consideration. 6.15. Cedar Street Safety The Committee discussed concerns raised by Cedar Street residents regarding pedestrian and bicycle safety. Topics included vehicle speeds, pedestrian activity along the corridor, sidewalk connectivity, bicycle accommodations, and traffic-calming measures. Members discussed options such as reducing vehicle speeds, designating Cedar Street as a bicycle boulevard or shared roadway, adding bicycle pavement markings, and exploring "slow street" treatments to improve safety for pedestrians and cyclists. Further discussion will occur at a future meeting. 6.16. Bylaw Amendment Discussion The Committee discussed potential future amendments to ATAC bylaws. 5.1.
