D. Consent Agenda
The Consent Agenda is a meeting method to make City Council meetings more efficient and
meaningful to the members of the audience. All matters listed within the Consent Agenda have
been distributed to each member of the Cape Girardeau City Council for reading and study, are
considered to be routine, and will be enacted by one motion of the council with no separate
discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired,
that item may be removed from the Consent Agenda and placed on the Regular Agenda by
request of a member of the City Council.
D.1. Approval of the July 21, 2025, Regular Session City Council Minutes.
D.2. BILL NO. 25-83, a Resolution authorizing the City Manager to execute a Performance
Guarantee Agreement with SEMO Land, L.L.C., for public sidewalk improvements for
Forest Hills Estates Fifth Addition, in the City of Cape Girardeau, Missouri. Reading and
Passage.
D.3. BILL NO. 25-84, a Resolution authorizing the City Manager to execute a License and
Indemnity Agreement with Cape Girardeau School District No 63, to maintain certain
improvements in the right-of-way along La Cruz Street. Reading and Passage.
D.4. BILL NO. 25-85, a Resolution authorizing the City Manager to execute a Lease Agreement
with Elite Avionics Services LLC, at the Cape Girardeau Regional Airport. Reading and
Passage.
D.5. BILL NO. 25-86, a Resolution authorizing the City Manger to Execute a Grant Agreement
the the United States of America acting through the Federal Aviation Administration (FAA)
for airport infrastructure. Reading and Passage
D.6. BILL NO. 25-87, a Resolution adopting the 2025 - 2029 Community Development Block
Grant (CDBG) Consolidated Plan, in the City of Cape Girardeau, Missouri. Reading and
Passage.

F. New Ordinances
Mayor will ask for appearances after each Ordinance is read. Individuals who wish to make
comments regarding the item must be recognized by the Mayor/Mayor Pro Tempore. Each
speaker is allowed 3 minutes and must stand at the public microphone and state his/her name and
address for the record. The timer will buzz at the end of the speaker's time.
F.1. BILL NO. 25-88, an Ordinance providing for the Levying of the Annual City Revenue Tax:

G.1. Appointment to the Downtown Cape Girardeau Community Improvement District Board of
Directors.
H. Other Business
Appearances regarding items not listed on the agenda. This is an opportunity for the City
Council to listen to comments regarding items not listed on the agenda. The Mayor may refer any
matter brought up to the City Council to the City Manager if action is needed. Individuals who
wish to make comments must first be recognized by the Mayor or Mayor Pro Tempore. Each
speaker is allowed 3 minutes. Please face and speak directly to the City Council as a whole. The
Mayor and Council Members will not engage or answer questions during the speaker's time at the
podium. The timer will sound at the end of the speaker's time.

The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular
or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
Section 610.021, including but not limited to: legal actions, causes of legal action or litigation,
leasing, purchasing or sale of real estate, hiring, firing, disciplining, personnel issues, or confidential
or privileged communications with its attorneys.
