All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council. D.1. BILL NO. 25-92, an Ordinance accepting a Permanent Drainage Easement from Roman Catholic Diocese of Springfield-Cape Girardeau, for proposed Veterans Memorial Drive Phase 6 Project, in the City of Cape Girardeau, Missouri. Second and Third Readings. D.3. BILL NO. 25-94, a Resolution authorizing the City Manager to execute a License and Indemnity Agreement for installation of a sign in the right of way adjacent to 32 North Main Street, in the City of Girardeau, Missouri. Appearances regarding items not listed on the agenda  This is an opportunity for the City Council to listen to comments regarding items not listed on the agenda. The Mayor may refer any matter brought up to the City Council to the City Manager if action is needed. Individuals who wish to make comments must first be recognized by the Mayor or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the City Council as a whole. The Mayor and Council Members will not engage or answer questions during the speaker's time at the podium. The timer will sound at the end of the speaker's time. Meeting Adjournment Closed Session The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
