Consent Agenda  The Consent Agenda is a meeting method to make City Council meetings more efficient and meaningful to the members of the audience. All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council. C.1. Approval of the September 2, 2025, Regular Session and Closed Session City Council Minutes. C.2. BILL NO. 25-95, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of certain properties in the City and County of Cape Girardeau, Missouri, to CBD, Central Business District. Second and Third Readings. C.3. BILL NO. 25-96, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, regarding R-4, Medium Density Multifamily Residential District. Second and Third Readings. C.4. BILL NO. 25-98, a Resolution authorizing the City Manager to Execute an Agreement with Musco Sports Lighting, LLC, for the Equipment and Installation of Lighting for the Youth Sports Complex Project, in the City of Cape Girardeau, Missouri. Reading and Passage. C.5. BILL NO. 25-99, a Resolution authorizing the City Manager to execute an agreement with Apex Paving Co. for the Cape LaCroix Trail Enhancements, in the City of Cape Girardeau, Missouri. The Mayor and Council Members will not engage or answer questions during the speaker's time at the podium. The timer will sound at the end of the speaker's time. Meeting Adjournment Closed Session The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
