C.1. A Public Hearing to consider a request to rezone property located at 121 South Sprigg Street
from CBD (Central Business District) and DCC (Downtown Commercial Corridor Overlay

D. Consent Agenda
The Consent Agenda is a meeting method to make City Council meetings more efficient and
meaningful to the members of the audience. All matters listed within the Consent Agenda have
been distributed to each member of the Cape Girardeau City Council for reading and study, are
considered to be routine, and will be enacted by one motion of the council with no separate
discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired,
that item may be removed from the Consent Agenda and placed on the Regular Agenda by
request of a member of the City Council.
D.1. Approval of the October 20, 2025 Regular Session and Closed Session Council Minutes.
D.2. BILL NO. 25-109, an Ordinance accepting a Permanent Sanitary Sewer Easement from
South K, Inc., for property located at 211 South Kingshighway, in the City of Cape
Girardeau, Missouri. Second and Third Readings.
D.3. BILL NO. 25-110, an Ordinance accepting Permanent Utility Easements from various
property owners between South Sprigg Street and South Ellis Street, in the City of Cape
Girardeau, Missouri. Second and Third Readings.
D.4. Motion to accept the sanitary sewer main improvements to serve 211 South Kingshighway
(Hobby Lobby), into the City of Cape Girardeau.
D.5. A motion to accept the water and sanitary sewer main improvements to serve the Church of
Latter Day Saints at 4450 LaSalle Avenue, in the City of Cape Girardeau.

Mayor will ask for appearances after each Ordinance is read. Individuals who wish to make
comments regarding the item must be recognized by the Mayor/Mayor Pro Tempore. Each
speaker is allowed 3 minutes and must stand at the public microphone and state his/her name and
address for the record. The timer will buzz at the end of the speaker's time.
F.1. BILL NO. 25-111, an Ordinance amending Chapter 30 of the Code of Ordinances of the City
of Cape Girardeau, Missouri, by changing the zoning of property located at 121 South Sprigg
Street, in the City and County of Cape Girardeau, Missouri, from CBD and DCC to C-2.

This is an opportunity for the City Council to listen to comments regarding items not listed on the
agenda. The Mayor may refer any matter brought up to the City Council to the City Manager if
action is needed. Individuals who wish to make comments must first be recognized by the Mayor
or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the
City Council as a whole. The Mayor and Council Members will not engage or answer questions
during the speaker's time at the podium. The timer will sound at the end of the speaker's time.

The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular
or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
