STUDY SESSION — January 5, 2026
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday,
January 5, 2026, at 5: 00 p. m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss,
David Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas present.
REGULAR SESSION — January 5, 2026
CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, January 5, 2026, at 5: 05 p.m. with Mayor Stacy Kinder presiding and Council Members
Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas were
present.
ADOPTION OF THE AGENDA
A Motion was made by Dan Presson, Seconded by Tameka Randle, to approve and adopt the
agenda.
Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
PUBLIC HEARING
A Public Hearing to consider the proposed voluntary annexation and zoning of property located
adjacent to the Cape Girardeau Regional Airport.
Mayor Stacy Kinder opened the public hearing.
There being no appearances the public hearing was closed.
CONSENT AGENDA
Approval of the December 15, 2025, Regular Session City Council Minutes.
BILL NO. 25- 119, an Ordinance authorizing the City Manager to execute a Cooperative Agreement
with the County of Scott, Clerk of the County Commission, and the County Collector, for Tax
Collection Services, in the City of Cape Girardeau, Missouri. Second and Third Readings.
BILL NO. 25- 120, an Ordinance approving the record plat of Stone and Story Subdivision. Second
and Third Readings.
BILL NO. 26- 01, a Resolution authorizing the City Manager to execute a License and Indemnity
Agreement with Armbruster Management, LLC for the installation of a sign in the right of way
adjacent to 117 and 119 Themis Street, in the City of Cape Girardeau, Missouri. Reading and
Passage.
A Motion was made by David J. Cantrell, Seconded by Mark Bliss, to approve and adopt.

Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
ITEMS REMOVED FROM CONSENT AGENDA
BILL NO. 26- 02, a Resolution approving the purchase of a fire apparatus from Sentinel Emergency
Solutions, LCC. Reading and Passage.
Mr. Drew Juden, President of the Cape Girardeau Firefighters Local 1084 appeared in support of
local firefighters and discussed the need for additional apparatus.
Lisa Mills, City Finance Director appeared and spoke about the purchasing process and about
funding the apparatus purchase.
City Fire Chief Randy Morris appeared and spoke about the condition of the Department' s
apparatus.
A Motion was made by Dan Presson, Seconded by David J. Cantrell, to approve and adopt.
Following council discussion, motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson,
Randle, Thomas.
BILL NO. 25- 119 will be Ordinance NO. 5880. BILL NO. 25- 120 will be Ordinance NO. 5881.
BILL NO. 26- 01 will be Resolution NO. 3690. BILL NO. 26- 02 will be Resolution NO. 3691.
NEW ORDINANCES
BILL NO. 26- 03, an Ordinance appropriating funds for the purchase of a fire apparatus. First
Reading. Mayor Kinder called for public appearances regarding this Bill.
Ms. Cindy Maher, 633 Highland Drive, appeared in support of Cape Girardeau firefighters.
A Motion was made by David J. Cantrell, Seconded by Dan Presson, to approve. Following council
discussion, motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
APPOINTMENTS
Appointment to the Golf Course Advisory Board
A Motion was made by Nate Thomas, Seconded by Dan Presson, to reappoint Timothy Kelley to
the Golf Course Advisory Board for a term expiring January 18, 2029.
Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Randle, Presson, Thomas.
MEETING ADJOURNMENT
A Motion was made to adjourn by Tameka Randle, Seconded by David J. Cantrell.
Following comments by Mr. Cantrell, the motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson,
Kinder, Presson, Randle, Thomas.
The regular session ended at 5: 55 p.m.

meaningful to the members of the audience. All matters listed within the Consent Agenda have
been distributed to each member of the Cape Girardeau City Council for reading and study, are
considered to be routine, and will be enacted by one motion of the council with no separate
discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired,
that item may be removed from the Consent Agenda and placed on the Regular Agenda by
request of a member of the City Council.

action is needed. Individuals who wish to make comments must first be recognized by the Mayor
or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the
City Council as a whole. The Mayor and Council Members will not engage or answer questions
during the speaker's time at the podium. The timer will sound at the end of the speaker's time.

or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.

leasing, purchasing or sale of real estate, hiring, firing, disciplining, personnel issues, or confidential
or privileged communications with its attorneys.
