STUDY SESSION — February 17, 2026
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Tuesday,
February 17, 2026, at 5: 00 p. m. with Mayor Stacy Kinder presiding and Council Members Mark
Bliss, David Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas present.
REGULAR SESSION — February 17, 2026
CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Tuesday, February 17, 2026, at 5: 48 p. m. with Mayor Stacy Kinder presiding and Council Members
Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas were
present.
ADOPTION OF THE AGENDA
A Motion was made by Mark Bliss, Seconded by Tameka Randle, to approve and adopt the agenda.
Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
CONSENT AGENDA
Approval of the February 2, 2026, Regular Session City Council Minutes.
BILL NO. 26- 10, an Ordinance authorizing the Mayor to execute a Memorandum of Understanding
with Cape Girardeau County, City of Jackson, and Southeast Missouri State University, regarding
a Joint Emergency Operations Center. Second and Third Readings.
BILL NO. 26- 11, an Ordinance vacating the City' s interest in a portion of Frederick Street Right -
of -Way, in the City of Cape Girardeau, Missouri. Second and Third Readings.
BELL NO. 26- 13, a Resolution authorizing the City Manager to execute an agreement with
Corporate Flight Management, Inc., to Provide Air Carrier Service at the Cape Girardeau Regional
Airport. Reading and Passage.
A Motion was made by Mark Bliss, Seconded by Dan Presson, to approve and adopt. Motion
passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
BILL NO. 26- 10 will be Ordinance NO. 5887; BILL NO. 26- 11 will be Ordinance NO. 5888.
BILL NO. 26- 13 will be Resolution NO. 3695.
NEW ORDINANCES
BILL NO 26- 14, an Ordinance accepting a Permanent Utility Easement from C& L Quality
Construction, LLC for Lot 24 of Rock Gardens Subdivision, in the City of Cape Girardeau,
Missouri.
First Reading. Mayor Kinder called for public appearances regarding this Bill. No one appeared.

A Motion was made by Dan Presson, Seconded by Nate Thomas, to approve.

APPEARANCES REGARDING ITEMS NOT ON THE AGENDA
Lauren Jones, member of the River Campus Board of Managers, appeared in support of reviving
the River Campus.

A Motion was made to adjourn by Dan Presson, Seconded by Mark Bliss.
Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.

The Consent Agenda is a meeting method to make City Council meetings more efficient and
meaningful to the members of the audience. All matters listed within the Consent Agenda have
been distributed to each member of the Cape Girardeau City Council for reading and study, are
considered to be routine, and will be enacted by one motion of the council with no separate
discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired,
that item may be removed from the Consent Agenda and placed on the Regular Agenda by
request of a member of the City Council.

agenda. The Mayor may refer any matter brought up to the City Council to the City Manager if
action is needed. Individuals who wish to make comments must first be recognized by the Mayor
or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the
City Council as a whole. The Mayor and Council Members will not engage or answer questions
during the speaker's time at the podium. The timer will sound at the end of the speaker's time.

The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular
or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.

leasing, purchasing or sale of real estate, hiring, firing, disciplining, personnel issues, or confidential
or privileged communications with its attorneys.
