Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session February 17, 2026 MM -225 STUDY SESSION — February 17, 2026 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Tuesday, February 17, 2026, at 5: 00 p. m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas present. REGULAR SESSION — February 17, 2026 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Tuesday, February 17, 2026, at 5: 48 p. m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas were present. ADOPTION OF THE AGENDA A Motion was made by Mark Bliss, Seconded by Tameka Randle, to approve and adopt the agenda. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. CONSENT AGENDA Approval of the February 2, 2026, Regular Session City Council Minutes. BILL NO. 26- 10, an Ordinance authorizing the Mayor to execute a Memorandum of Understanding with Cape Girardeau County, City of Jackson, and Southeast Missouri State University, regarding a Joint Emergency Operations Center. Second and Third Readings. BILL NO. 26- 11, an Ordinance vacating the City' s interest in a portion of Frederick Street Right - of -Way, in the City of Cape Girardeau, Missouri. Second and Third Readings. BELL NO. 26- 13, a Resolution authorizing the City Manager to execute an agreement with Corporate Flight Management, Inc., to Provide Air Carrier Service at the Cape Girardeau Regional Airport. Reading and Passage. A Motion was made by Mark Bliss, Seconded by Dan Presson, to approve and adopt. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. BILL NO. 26- 10 will be Ordinance NO. 5887; BILL NO. 26- 11 will be Ordinance NO. 5888. BILL NO. 26- 13 will be Resolution NO. 3695. NEW ORDINANCES BILL NO 26- 14, an Ordinance accepting a Permanent Utility Easement from C& L Quality Construction, LLC for Lot 24 of Rock Gardens Subdivision, in the City of Cape Girardeau, Missouri. First Reading. Mayor Kinder called for public appearances regarding this Bill. No one appeared. Proceedings of the City Council, City of Cape Girardeau, Mo. APPEARANCES REGARDING ITEMS NOT ON THE AGENDA Lauren Jones, member of the River Campus Board of Managers, appeared in support of reviving the River Campus.
