STUDY SESSION— March 2, 2026
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday,
March 2, 2026, at 5: 00 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss,
David Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas present.
REGULAR SESSION— March 2 2026
CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, March 2, 2026, at 5: 32 p.m. with Mayor Stacy Kinder presiding and Council Members
Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas were
present.
ADOPTION OF THE AGENDA
A Motion was made by Mark Bliss, Seconded by Tameka Randle, to approve and adopt the agenda.
Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
PUBLIC HEARINGS
This being the date set for a public hearing to consider a Petition for the formation of the Cape
West Plaza Community Improvement District and to consider the proposed development plan for
property located at 242 and 330 Siemers Drive and the requested tax abatement under Chapter 353
of the Revised Statues of Missouri, the hearing was opened.
Mr. Mike Prelim of Drury Development and Ms. Shayla Meehan of Steadfast City provided a
presentation reviewing the scope and investment of the proposed development, proposed incentives
to be utilized, as well as the blight study findings.
Ms. Catherine Plambeck, 1012 N. Frederick, appeared and questioned how the redevelopment of
this property will generate more sales tax revenue. She stated customers will not be able to afford
the increased sales tax that will be imposed.
City Manager Kenneth Haskin stated that currently no sales taxes are being collected from this
location, and any new retail establishment will increase sales tax revenue.
Ms. Karen Schleyer, 36 N. Henderson, requested that consideration be given to adding residential
to this facility as it would be walkable to local establishments.
There being no further appearances, the hearing was closed.

Independence Street from C- 1 ( General Commercial District) to R-4( Medium Density Multifamily
Residential District), the hearing was opened.
Mr. Cobret Joe, the property owner, spoke in favor of the rezoning request.

CONSENT AGENDA
Approval of the February 17, 2026, Regular Session City Council Minutes.
BILL NO. 26- 14, an Ordinance accepting a Permanent Utility Easement from C& L Quality
Construction, LLC for Lot 24 of Rock Gardens Subdivision, in the City of Cape Girardeau,
Missouri. Second and Third Readings.
BILL NO. 26- 15, a Resolution authorizing the City Manager to execute a Performance Guarantee
Agreement with Forefront Holdings, LLC for improvments for Deer Run Estates Phase 2, in the
City of Cape Cape Girardeau, Missouri. Reading and Passage.
A Motion was made by Dan Presson, Seconded by Tameka Randle, to approve and adopt. Motion
passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
BILL NO. 26- 14 will be Ordinance NO. 5889; BILL NO. 26- 15 will be Resolution NO. 3696.
NEW ORDINANCES
BILL NO 26- 16, an Ordinance approving an Amended and Restated Petition for the creation of a
Community Improvement District; establishing the Cape West Plaza Community Improvement
District as a political subdivision of the State of Missouri; and authorizing the City to enter into
certain agreements and take certain other actions in connection therewith. First Reading,
Mayor Kinder called for public appearances regarding this Bill. No one appeared.
A Motion was made by Tameka Randle, Seconded by Dan Presson to approve.
Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
BILL NO 26- 17, an Ordinance designating a certain tract of land in the City of Cape Girardeau,
Missouri, as a blighted area; approving the Cape West Plaza Development Plan; approving a
redevelopment agreement in connection with the development plan; and authorizing the City to
enter into certain agreements and take certain other actions in connection therewith. First Reading.
Mayor Kinder called for public appearances regarding this Bill. No one appeared.
A Motion was made by Nate Thomas, Seconded by David J. Cantrell, to approve.
Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas.
BILL NO 26- 18, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape
Girardeau, Missouri, by changing the zoning of property located at 803 Independence Street, in the
City and County of Cape Girardeau, Missouri, from C- 1 to R-4. First Reading.
Mayor Kinder called for public appearances regarding this Bill. No one appeared.
A Motion was made by Dan Presson, Seconded by Tameka Randle, to approve.

APPEARANCES REGARDING ITEMS NOT ON THE AGENDA
Ms. Catherine Plambeck, 1012 N. Frederick, appeared and spoke in opposition to the City entering
into a Memorandum of Understanding with the Department of Homeland Security regarding the
ICE Agency.
