Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session March 16, 2026 MM- 233 STUDY SESSION— March 16, 2026 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, March 16, 2026, at 5: 00 p. m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas present. REGULAR SESSION— March 16, 2026 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, March 16, 2026, at 5: 20 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas were present. ADOPTION OF THE AGENDA A Motion was made by Dan Presson, Seconded by Mark Bliss, to approve and adopt the agenda. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. PUBLIC HEARINGS A Public Hearing on the 2026- 2031 Capital Improvement Program. Mayor Stacy Kinder opened the public hearing. There being no appearances, the hearing was closed. CONSENT AGENDA Approval of the March 2, 2026 Regular Session and February 27, 2026 Closed Session City Council Minutes. BILL NO. 26- 16, an Ordinance approving an Amended and Restated Petition for the creation of a Community Improvement District; establishing the Cape West Plaza Community Improvement District as a political subdivision of the State of Missouri; and authorizing the City to enter into certain agreements and take certain other actions in connection therewith. Second and Third Readings. BILL NO. 26- 17, an Ordinance designating a certain tract of land in the City of Cape Girardeau, Missouri, as a blighted area; approving the Cape West Plaza Development Plan; approving a redevelopment agreement in connection with the development plan; and authorizing the City to enter into certain agreements and take certain other actions in connection therewith. Second and Third Readings. BILL NO. 26- 18, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at 803 Independence Street, in the City and County of Cape Girardeau, Missouri, from C- 1 to R- 4. BILL NO. 26- 20, an Ordinance approving the record plat of Broadview On The Hill. Second and Third Readings. BILL NO. 26- 21, an Ordinance approving the record plat of Deer Run Estates Phase 2. Second and Third Readings. BILL NO. 26- 22, an Ordinance approving the record plat of Blank' s Second Subdivision. Second and Third Readings. BILL NO. 26- 23, a Resolution adopting the 2026- 2031 Capital Improvement Program, in the City of Cape Girardeau, Missouri. Readings and Passage. BILL NO. 26- 24, a Resolution authorizing the City Manager to execute an Agreement with Southeast Missouri State University for the 2026 Historic Resource Survey, in the City of Cape Girardeau, Missouri. Reading and Passage. A Motion was made by Mark Bliss, Seconded by Dan Presson, to approve and adopt. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. NEW ORDINANCES BILL NO. 26- 25, an Ordinance authorizing the acquisition of easements and real property from Cape Land & Development LLC, for Veterans Memorial Drive Phase 6 Project, in the City of Cape Girardeau, Missouri. First Reading. Mayor Kinder called for public appearances regarding this Bill. Dan Drury, 3329 Shenandoah Ridge, appeared and spoke in opposition of the project. Edward Bauerle, 3916 Hopper Road, appeared and spoke in opposition of the project. After discussion, a motion was made by Dan Presson, Seconded by David J. Cantrell to approve. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. APPOINTMENTS Appointment to the Golf Course Advisory Board A Motion was made by Bryan Johnson, Seconded by Tameka Randle, to appoint Amy McDonald to the Golf Course Advisory Board for a term expiring November 12, 2027. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Randle, Presson, Thomas. Proceedings of the City Council, City of Cape Girardeau, Mo. RPnular Sessann Marrh 16. 9026 MM- 935 Appointments to the Cape West Plaza Community Improvement District Board of Directors A Motion was made by Nate Thomas, Seconded by David J. Cantrell, to approve Mayor Stacy Kinder' s appointment of Mike Prelim and Mike Jost for a term expiring March 16, 2030 and Julie Freed, Percy Huston and Kevin Greaser for a term expiring March 16, 2028 to the Cape West Plaza Community Improvement District Board of Directors. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Essex, Kinder, Presson, Randle, Thomas. OTHER BUSINESSS A Motion was made by Dan Presson, Seconded by Nathan Thomas to set a Special City Council meeting for April 13, 2026 at 5: 00 p.m. to declare the results of the April 7, 2026, general municipal election. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Essex, Kinder, Presson, Randle, Thomas. MEETING ADJOURNMENT A Motion was made by Dan Presson, Seconded by Nate Thomas, to adjourn. Motion passed. 7- 0.
