Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session April 6, 2026 MM- 237 STUDY SESSION— April 6, 2026 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, April 6, 2026, at 5: 01 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David Cantrell, Dan Presson, Tameka Randle and Nate Thomas present. Bryan Johnson was absent. REGULAR SESSION— April 6, 2026 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, April 6, 2026, at 5: 25 p.m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David J. Cantrell, Dan Presson, Tameka Randle and Nate Thomas were present. Bryan Johnson was absent. ADOPTION OF THE AGENDA A Motion was made by Dan Presson, Seconded by Mark Bliss, to approve and adopt the agenda. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Kinder, Presson, Randle, Thomas. Absent, Johnson. PUBLIC HEARINGS A Public Hearing to consider a request to rezone property located at 539 Olive Street, in the City and County of Cape Girardeau, Missouri, from C- 1 ( General Commercial District) and R-4 Medium Density Multifamily Residential District) to R- 5 ( High Density Multifamily Residential District). Mayor Stacy Kinder opened the public hearing. There being no appearances, the hearing was closed. A Public Hearing to consider a request to rezone property located at 1 North Park Avenue, in the City and County of Cape Girardeau, Missouri, from C- 1 ( General Commercial District) to RUMD Residential Urban Mixed Density District). Mayor Stacy Kinder opened the public hearing. There being no appearances, the hearing was closed. CONSENT AGENDA Approval of the March 16, 2026 Regular Session City Council Minutes. BILL NO. 26- 25, an Ordinance authorizing the acquisition of easements and real property from Cape Land & Development LLC, for Veterans Memorial Drive Phase 6 Project, in the City of Cape Girardeau, Missouri. Second and Third Readings. Acceptance of the sanitary sewer main improvements to serve MidAmerica Hotels Corporation Phase 1 near 2510 Veterans Memorial Drive in the City of Cape Girardeau. NEW ORDINANCES BILL NO. 26- 26, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at 539 Olive Street, in the City and County of Cape Girardeau, Missouri, from C- 1 and R-4 to R-5. First Reading. Mayor- Kinder called for public appearances regarding this Bill. No one appeared. A Motion was made by Mark Bliss, Seconded by Dan Presson, to approve. Motion passed. 6- 0. BILL NO. 26- 31, an Ordinance amending Schedule K of Section 26- 132 of the City Code, establishing a Yield Sign on Pine Hill Spur at the southern intersection with Walden Boulevard. First Reading. Regular Session April 6, 2026 MM- 239 BILL NO. 26- 32, an Ordinance authorizing the City of Cape Girardeau, Missouri, to issue its Taxable Industrial Revenue Bonds( Cape West Plaza Redevelopment Project), Series 2026, for the purpose of providing funds to pay the costs of acquiring, constructing and improving an industrial development project in the City; approving a plan for the project; and authorizing the City to enter into certain agreements and take certain other actions in connection therewith. First Reading. Mayor Kinder called for public appearances regarding this Bill. No one appeared. A Motion was made by Mark Bliss, Seconded by Dan Presson, to approve. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Kinder, Presson, Randle, Thomas. Absent, Johnson. APPOINTMENTS Appointments to the Historic Preservation Commission A Motion was made by Nate Thomas, Seconded by Mark Bliss to appoint David Atkins, C. Donald Harris and Mary Smith to the Historic Preservation Commission for a term expiring April 16, 2029. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Kinder, Randle, Presson, Thomas. Absent, Johnson. Appointments to the Advisory Board of the Convention and Visitors Bureau A Motion was made by Tameka Randle, Seconded by David J. Cantrell to appoint Kellie Mirly and Dru Perkins to the Convention and Visitors Bureau for a term expiring June 30, 2028. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Kinder, Randle, Presson, Thomas. Appointments to the Tax Increment Financing Commission A Motion was made by Mark Bliss, Seconded by Dan Presson, to approve Mayor Stacy Kinder' s appointment of Rob Gilligan and Brittney Swicionis for a term expiring April 1, 2030 to the Tax Increment Financing Commission.
