Proceedings of the City Council, City of Cape Girardeau, Mo. Special Session April 13, 2026 MM- 241 SPECIAL SESSION— April 13, 2026 CALL TO ORDER The Cape Girardeau City Council convened in special session on Monday, April 13, 2026, at 5: 00 p. m. via internet videoconference pursuant to RSMo. Sections 610. 010 and 610. 015, with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, and Nate Thomas present. Tameka Randle was absent. The votes taken shall be regarded as if all members were physically present and in attendance at the meeting. ADOPTION OF THE AGENDA A Motion was made by Dan Presson, Seconded by Bryan Johnson adopt the agenda. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Thomas. Absent: Randle. Ms. Randle arrived in the meeting at 5: 01 p.m. CANVASS THE RETURNS AND DECLARE THE RESULTS OF THE APRIL 7, 2026, MUNICIPAL ELECTION Mayor Kinder stated that the April 7, 2026, election results had been received from County Clerk Kara Clark Summers. Pursuant to Section 7. 09( a) of the City Charter, the City Council canvassed the returns and declared the results of the April 7, 2026, election as follows: CAPE GIRARDEAU MAYOR Robbie Guard— 3, 178 Stacy Kinder— 2, 806 Karen Schleyer( WI)— 1 Write- In— 78 CAPE GIRARDEAU CITY COUNCIL, WARD 1 DeWayne Schaaf— 396 Write- In— 24 CAPE GIRARDEAU CITY COUNCIL, WARD 2 Tameka Randle— 409 Write- In— 16 CAPE GIRARDEAU CITY COUNCIL, WARD 6 Mark Bliss— 992 Write- In— 24 A Motion was made by Mark Bliss, Seconded by Nate Thomas, to approve. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. MEETING ADJOURNMENT There being no further business, the special session ended at 5: 10 p. m.
