Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session April 20, 2026 MM -243 STUDY SESSION — April 20, 2026 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, April 20, 2026, at 5: 04 p. m. with Mayor Robert F. Guard presiding and Council Members Mark Bliss, David Cantrell, Bryan Johnson, Tameka Randle and DeWayne Schaaf present. Nate Thomas was absent. City Clerk Gayle Conrad administered the Oath of Office to newly elected Mayor Robert F. Guard, Ward 1 Council Member DeWayne Schaaf, Ward 2 Council Member Tameka Randle and Ward 6 Council Member Mark Bliss. Mayor Guard presented the following committee assignments for Council members: Mayor Guard: SEMO REDI, SEMPO Board of Directors DeWayne Schaaf. CVB Advisory Board Liaison, Red Star NDI, Comprehensive Plan Oversight Committee Tameka Randle: Cape Girardeau Parks and Recreation Foundation, Old Town Cape Board of Directors David Cantrell: Parks and Recreation Advisory Board Liaison Bryan Johnson: Mineral Area College MAC Extension Center Advisory Council, Comprehensive Plan Oversight Committee Mark Bliss: Airport Advisory Board Liaison, Cape Girardeau County Enhanced Enterprise Zone Committee, Comprehensive Plan Oversight Committee REGULAR SESSION — April 20, 2026 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, April 20, 2026, at 6: 25 p.m. with Mayor Robert F. Guard presiding and Council Members Mark Bliss, David J. Cantrell, Bryan Johnson, Tameka Randle and DeWayne Schaaf were present. Nate Thomas was absent. ADOPTION OF THE AGENDA A Motion was made by Tameka Randle, Seconded by Mark Bliss, to approve and adopt the agenda. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Johnson, Randle, Schaaf. Absent, Thomas. CONSENT AGENDA Approval of the April 6, 2026 Regular Session City Council Minutes and April 13, 2026 Special Session City Council Minutes. BILL NO. 26- 26, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at 539 Olive Street, in the City and County of Cape Girardeau, Missouri, from C- 1 and R-4 to R-5. Second and Third Readings. BILL NO. 26- 27, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located at 1 North Park Avenue, in Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session April 20, 2026 MM -244 the City and County of Cape Girardeau, Missouri, from C- 1 to RUMD. Second and Third Readings. BILL NO. 26- 28, an Ordinance amending Chapter 25 of the Code of Ordinances of the City of Cape Girardeau, Missouri, regarding improvement of parking areas. Second and Third Readings. BILL NO. 26- 29, an Ordinance approving the record plat of Ty Emerald Subdivision. Second and Third Readings. BILL NO. 26- 30, an Ordinance accepting Temporary Construction Easements related to the Cape Rock Drive Sidewalk Project. Second and Third Readings. BILL NO. 26- 31, an Ordinance amending Schedule K of Section 26- 132 of the City Code, establishing a Yield Sign on Pine Hill Spur at the southern intersection with Walden Boulevard. Second and Third Readings. BILL NO. 26- 32, an Ordinance authorizing the City of Cape Girardeau, Missouri, to issue its Taxable Industrial Revenue Bonds ( Cape West Plaza Redevelopment Project), Series 2026, for the purpose of providing funds to pay the costs of acquiring, constructing and improving an industrial development project in the City; approving a plan for the project; and authorizing the City to enter into certain agreements and take certain other actions in connection therewith. Second and Third Readings. BILL NO. 26- 33, a Resolution authorizing the City Manager to execute a Release of Lien for property located at 701 South Benton Street, in the City of Cape Girardeau, Missouri. Reading and Passage. Approval of the Release of Performance Guarantee Agreement for Walden Park Phase 4 A Motion was made by David J. Cantrell, Seconded by Tameka Randle, to approve and adopt. Motion passed. 6- 0. NEW ORDINANCES BILL NO. 26- 34, an Ordinance authorizing the City Manager to execute a Transportation Planning Consolidated Grant Agreement with the Missouri Highways and Transportation Commission, in the City of Cape Girardeau, Missouri. First Reading. Mayor Guard called for public appearances regarding this Bill. No one appeared. A Motion was made by Mark Bliss, Seconded by David J. Cantrell, to approve. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Johnson, Randle, Schaaf. Absent, Thomas. BILL NO. 26- 35, an Ordinance approving the record plat of Laurentius Larkspur Subdivision. First Reading. Regular Session April 20, 2026 MM -245 A Motion was made by David J. Cantrell, Seconded by Tameka Randle, to approve. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Johnson, Randle, Schaaf. Absent, Thomas. BILL NO. 26- 36, an Ordinance accepting Permanent Utility Easements from Forefront Holdings, LLC, for property located on Old Hopper Road. First Reading. Mayor Guard called for public appearances regarding this Bill. No one appeared. A Motion was made by Mark Bliss, Seconded by David J. Cantrell, to approve. Motion passed. 5- 0. Ayes: Bliss, Cantrell, Johnson, Randle, Schaaf. Absent, Thomas. Mayor Guard abstained due to financial interest. APPOINTMENTS Appointments to the Airport Advisory Board. A Motion was made by Tameka Randle, Seconded by Mark Bliss to appoint Justin Davidson, Shawn Wasson and Keith Boeller to the Airport Advisory Board for a term expiring April 30, 2029. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Johnson, Randle, Schaaf. Absent, Thomas. OTHER BUSINESS A Motion was made by Robert F. Guard, Seconded by David J. Cantrell, to appoint Nathan Thomas as Mayor Pro Tempore. Motion Passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Johnson, Randle, Schaaf. Absent, Thomas. APPEARANCES REGARDING ITEMS NOT LISTED ON THE AGENDA Frank Allen, 1970 Longview Drive, spoke in regards to funding for feeding the homeless.
