STUDY SESSION — May 18, 2026
NO ACTION TAKEN DURING THE STUDY SESSION
The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on
Monday, May 18, 2026, at 5: 00 p.m. with Mayor Robert F. Guard presiding and Council
Members Mark Bliss, David Cantrell, Tameka Randle, DeWayne Schaaf and Nate Thomas
present. Bryan Johnson was absent.
REGULAR SESSION — May 18, 2026
CALL TO ORDER
The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on
Monday, May 18, 2026, at 5: 52 p.m. with Mayor Robert F. Guard presiding and Council
Members Mark Bliss, David Cantrell, Tameka Randle, DeWayne Schaaf and Nate Thomas were
present. Bryan Johnson was absent.
ADOPTION OF THE AGENDA
A Motion was made by Mark Bliss, Seconded by Tameka Randle, to approve and adopt the
agenda. Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Randle, Schaaf, Thomas. Absent,
Johnson.
PUBLIC HEARINGS
A Public Hearing to consider a proposed amendment to Chapter 30 of the Code of Ordinances of
the City of Cape Girardeau, Missouri, regarding CBD, Central Business District and C- 1, General
Commercial District.
Mayor Guard opened the public hearing.
There being no appearances, the hearing was closed.
CONSENT AGENDA
Approval of the May 4, 2026 Regular Session and Closed Session City Council Minutes.
BILL NO. 26- 39, an Ordinance approving the record plat of Prominence I Subdivision. Second
and Third Readings.
BILL NO. 26- 44, a Resolution authorizing the City Manager to execute a License and Indemnity
Agreement with Southeast Missouri State University for various improvements in the Normal
Avenue right- of-way, in the City of Cape Girardeau, Missouri. Reading and Passage.
A motion to accept the public infrastructure improvements to serve the Prominence I Subdivision,
in the City of Cape Girardeau.
A motion to accept the public infrastructure improvements to serve the Deer Run Estates Phase 2
Subdivision, in the City of Cape Girardeau.

A Motion was made by Nate Thomas, Seconded by Tameka Randle, to approve and adopt.
Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Randle, Schaaf, Thomas. Absent, Johnson.
BELL NO. 26- 39 will be Ordinance NO. 5908. BILL NO. 26- 44 will be Resolution NO. 3702.
ITEMS REMOVED FROM CONSENT AGENDA
BILL NO. 26- 42, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of
Cape Girardeau, Missouri, by changing the zoning of property located on North Main Street, in
the City and County of Cape Girardeau, Missouri, from M- 1 to CBD. Second and Third
Readings.
A Motion was made by Dewayne Schaaf, Seconded by David J. Cantrell, to approve and adopt.
Motion passed. 5- 0. Ayes: Bliss, Cantrell, Randle, Schaaf, Thomas. Absent, Johnson. Mayor
Guard abstained for financial reasons due to his employment with MRV Banks.
BILL NO. 26- 42 will be Ordinance NO. 5909.
NEW ORDINANCES
BILL NO. 26- 40, an Ordinance amending Chapter 25 of the Code of Ordinances of the City of
Cape Girardeau, Missouri, regarding billboards. First Reading. Mayor Guard called for public
appearances regarding this Bill. No one appeared.
Following Council comments, a Motion was made by David J. Cantrell, Seconded by Nate
Thomas, to approve.
Motion passed. 4- 2. Ayes: Cantrell, Guard, Randle, Thomas. Nays: Bliss, Schaaf. Absent,
Johnson.
BILL NO. 26- 41, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of
Cape Girardeau, Missouri, regarding CBD, Central Business District and C- 1, General
Commercial District. First Reading. Mayor Guard called for public appearances regarding this
Bill. No one appeared.
A Motion was made by Nate Thomas, Seconded by Tameka Randle, to approve.

Reading. Mayor Guard called for public appearances regarding this Bill. No one appeared.
A Motion was made by David J. Cantrell, Seconded by Mark Bliss, to approve.
Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Randle, Schaaf, Thomas. Absent, Johnson.
APPOINTMENTS
Appointment to the Tree Advisory Board
A Motion was made by Nate Thomas, Seconded by Tameka Randle, to appoint Ashley Roney to
the Tree Advisory Board for a term expiring February 1, 2028.

Appointments to the Downtown Cape Girardeau Community Improvement District Board of
Directors.
A Motion was made by David J. Cantrell, Seconded by Nate Thomas, to appoint Lindy Pridmore,
Dave Hutson and John Klein to the Downtown Cape Girardeau Community Improvement District
Board of Directors for terms expiring May 16, 2030.
Motion passed. 6- 0. Ayes: Bliss, Cantrell, Guard, Randle, Schaaf, Thomas. Absent, Johnson.

A Motion was made by Mark Bliss, Seconded by Tameka Randle, to adjourn.

The Consent Agenda is a meeting method to make City Council meetings more efficient and
meaningful to the members of the audience. All matters listed within the Consent Agenda have
been distributed to each member of the Cape Girardeau City Council for reading and study, are
considered to be routine, and will be enacted by one motion of the council with no separate
discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired,
that item may be removed from the Consent Agenda and placed on the Regular Agenda by
request of a member of the City Council.

This is an opportunity for the City Council to listen to comments regarding items not listed on the
agenda. The Mayor may refer any matter brought up to the City Council to the City Manager if
action is needed. Individuals who wish to make comments must first be recognized by the Mayor
or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the
City Council as a whole. The Mayor and Council Members will not engage or answer questions
during the speaker's time at the podium. The timer will sound at the end of the speaker's time.

The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular
or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
Section 610.021, including but not limited to: legal actions, causes of legal action or litigation,
leasing, purchasing or sale of real estate, hiring, firing, disciplining, personnel issues, or confidential
or privileged communications with its attorneys.
