Consent Agenda The Consent Agenda is a meeting method to make City Council meetings more efficient and meaningful to the members of the audience. All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council. D.1. Approval of the June 1, 2026, Regular Session City Council Minutes. D.2. BILL NO. 26-46, an Ordinance adopting the annual operating budget for the fiscal year beginning July 1, 2026. Second and Third Readings. D.3. BILL NO. 26-47, an Ordinance establishing utility rates for the City of Cape Girardeau, Missouri, by amending Chapter 29 relating to Sewer and Water Rates. Second and Third Readings. D.4. BILL NO. 26-49, a Resolution authorizing the City Manager to execute an agreement with Fronabarger Concreters, Inc., for the Concrete Street Repair 2026 Project, in the City of Cape Girardeau, Missouri. Reading and Passage. D.5. BILL NO. 26-50, a Resolution authorizing the City Manager to execute a demolition contract with JAC3 Contracting LLC, for the demolition of buildings at various locations, in the City of Cape Girardeau, Missouri. Reading and Passage. D.6. Approval of the Release of Performance Guarantee Agreement for Walden Park Phase 5. D.7. Set the appeal of the Order of the Building Supervisor regarding a dangerous building at 914 Jefferson Avenue to be heard by the City Council acting as the Building Commission. E. Appearances regarding items not listed on the agenda This is an opportunity for the City Council to listen to comments regarding items not listed on the agenda. The Mayor may refer any matter brought up to the City Council to the City Manager if action is needed. Individuals who wish to make comments must first be recognized by the Mayor or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the City Council as a whole. The Mayor and Council Members will not engage or answer questions during the speaker's time at the podium. The timer will sound at the end of the speaker's time. Meeting Adjournment Closed Session The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
