BOARD OF FIRE AND POLICE COMMISSIONERS March 20, 2025, at 9:00 am Meeting Minutes 1. Call to Order / Roll Call The City of Carbondale Board of Fire and Police Commissioners held a meeting on Thursday, March 20, 2025, in Carbondale Civic Center Room 103, 200 South Illinois Avenue. Chair Randy Burnside called the meeting to order at 9:01 a.m. Roll Call Commissioners Present: Randy Burnside, Tom Busch, Mike Dismore, Linda Flowers, and John Michalesko Commissioners Absent: None Acknowledgement of Guests: Also present were Deputy City Clerk Clinette Hayes, Acting Chief of Police Tony Williams, Deputy Police Chief Matt Dunning, Assistant to the Police Chief Gerald Edwards, Human Resources Director Tara Brown, and Equity and Engagement Coordinator Sharonda Cawthon. 2. Citizen’s Comments - None 3. Approval of the Meeting Minutes from February 20, 2025 MOTION: T. Busch moved, M. Dismore seconded, that the Board approve the meeting minutes from February 20, 2025. VOTE: All ayes. Nays – None. Motion declared carried. 4. Closed Meeting to Conduct Oral Interviews for Entry-Level Police Officer MOTION: T. Busch moved, L. Flowers seconded, that the Board hold a closed meeting for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees pursuant to 5 ILCS 120/2(c)(1), specifically to conduct oral interviews for Entry- Level Police Officer. VOTE: All Ayes. Nays – None. Motion declared carried. Open session recessed at 9:05 a.m. 5. Return to Open Session There was no formal action taken as a result of the closed meeting. There being no further business to come before the Board, T. Busch moved, L. Flowers seconded, that the Board return to open session. VOTE: All Ayes. Nays – None. Motion declared carried. Open session resumed at 9:38 a.m. 6. City Staff Updates / Comments Police Department staff updated the Board on the progress of several officers who are currently in field training as well as those who are currently in the academy or heading to the academy. Deputy City Clerk, Clinette Hayes, updated the Board on the upcoming entry-level firefighter examination to be held on Thursday, April 3rd as well as the upcoming promotional firefighter exams for Fire Captain and Assistant Fire Chief. Ms. Hayes also stated that she has informed Mayor Harvey of the board member’s interest in continuing to serve as a commissioners and would like their terms to be renewed. Board of Fire and Police Commissioners Meeting Minutes – March 20, 2025 7. Board Comments – Commissioner Burnside informed the Board that April’s meeting will be his final meeting as he resigning from his position for professional and personal reasons. He expressed that he has enjoyed his time serving on the Board and feels that during his term he has seen great improvement in the police and fire departments. 8.
