BOARD OF FIRE AND POLICE COMMISSIONERS September 18, 2025, at 9:00 am Meeting Minutes 1. Call to Order / Roll Call The City of Carbondale Board of Fire and Police Commissioners held a meeting on Thursday, September 18, 2025, in Carbondale Civic Center Room 103, 200 South Illinois Avenue. Vice Chair Mike Dismore called the meeting to order at 9:00 a.m. Roll Call Commissioners Present: Mike Dismore, Linda Flowers, and John Michalesko Commissioners Absent: Arnold Ross and Tom Busch Acknowledgement of Guests: Also present were Deputy City Clerk Clinette Hayes, Equity and Engagement Coordinator Sharonda Cawthon, Human Resources Assistant Courtney Beverly, Deputy Police Chief Matt Dunning, Assistant to the Police Chief Gerald Edwards, and Police Chief Anthony Copeland 2. Citizen’s Comments - None 3. Approval of the Meeting Minutes from August 21, 2025 MOTION: J. Michalesko moved, L. Flowers seconded, that the Board approve the meeting minutes from August 21, 2025. VOTE: All ayes. Nays – None. Motion declared carried. 4. Closed Meeting to Conduct Oral Interviews for Entry Level and Lateral Entry Police Officer MOTION: L. Flowers moved, J. Michalesko seconded, that the Board hold a closed meeting for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees pursuant to 5 ILCS 120/2(c)(1), specifically to conduct oral interviews for Entry Level and Lateral Entry Police Officer. VOTE: All Ayes. Nays – None. Motion declared carried. Open session recessed at 9:02 a.m. 5. Return to Open Session There was no formal action taken as a result of the closed meeting. There being no further business to come before the Board, J. Michalesko moved, L. Flowers seconded, that the Board return to open session. VOTE: All Ayes. Nays – None. Motion declared carried. Open session resumed at 9:46 a.m. 6. Certify the 2025 Final Promotional Eligibility Lists for Fire Captain & Assistant Fire Chief MOTION: L. Flowers moved, J. Michalesko seconded, that the Board certify the 2025 Final Promotional Eligibility Lists for Fire Captain & Assistant Fire Chief. VOTE: All ayes. Nays – None. Motion declared carried. 7. City Staff Updates / Comments Police Department staff updated the Board on the progress of new police officers and their training as well as any candidates who are waiting to attend the academy. Deputy City Clerk Clinette Hayes reminded the Board about the next meeting to be held on Thursday, October 23, 2025. 8.
