LIQUOR ADVISORY BOARD
Minutes of the Regular Meeting of
Thursday, December 6, 2018
The City of Carbondale’s Liquor Advisory Board held a meeting on Thursday, December 6, 2018, in Room 103 of
Carbondale City Hall, 200 South Illinois Avenue. Chair Donald Monty called the meeting to order at 5:30 p.m. with
the following-named members of the Board present/absent:
1. Roll Call
Present: Tasis Karayiannis, David Cisco, Mark Robinson, and Donald Monty
Absent: John Mills, Steve Payne (ex officio)
A quorum was available to take action on the agenda items. City Staff present for the meeting included Deputy
City Clerk Clinette Hayes, Deputy Police Chief Stan Reno, and Building & Neighborhood Services Supervisor
John Lenzini.
2. Approval of Minutes from October 4, 2018
D. Cisco moved, T. Karayiannis seconded, to approve the minutes of October 4, 2018. VOTE: All voted aye;
motion declared carried.
3. Review of First Quarter Reports from the Police Department and Building & Neighborhood Services
The Building and Neighborhood Services quarterly report had several “OC” (Occupancy Check) noted on the
report, but no actual numbers listed. Building and Neighborhood Services Supervisor, John Lenzini, stated
that those occupancy checks were completed during the busy times of unofficial Halloween, held on October
13, and the Halloween Weekend festivities held on the weekend of October 27. No violations were issued.
The Board noticed a large number of underage violations from Traxx during the month of August and only one
violation during the month of September. Deputy Police Chief Stan Reno stated that with August being the
start of a new school year there are students who are “testing the waters” to see what they can and cannot get
away with. This caused the Police Department to take a more aggressive approach with enforcement during
that time.
4. Review and Recommendation Regarding Possible Title Two Change in City Code that Would Permit the
Delivery of Sealed Alcohol by a Licensed TNC/Taxi Driver
The Board was asked to review and discuss a proposed change to Title Two of the Carbondale Revised Code
that would permit the delivery of sealed alcohol by a City of Carbondale licensed Taxicab/TNC driver. A draft
of the proposed change was provided to the Board. Comments and concerns regarding this topic included:

Justification for the $1000.00 fine. May possibly be too excessive and should be a reasonable increase
compared to other alcoholic liquor fines.
What is meant by “sealed package”? It should be clearly defined as to what is meant by sealed.
Who is responsible for the alcohol once it is out of the hands of the liquor licensee?
Who or where does the liability fall on should something happen during the delivery?
Who or where does the liability fall on should something happen after the delivery is made (i.e.
underage consumption, DUI)?
Could the delivery person put an establishment’s liquor license at risk?
Protection for the licensee and the City.
The liability of the licensee.
Restrict delivery to just beer and wine.
After the discussion the Board agreed that they would like for City Staff to review their concerns and come
back with a revised version of the proposed changes and conduct research to see how other municipalities are
handling this type of situation. It was also requested that the City Attorney be present for any legal inquiries
that the Board may have.
5. Approval of the 2019 Liquor Advisory Board Meeting Calendar
M. Robinson moved, D. Cisco seconded, to approve the 2019 Liquor Advisory Board Meeting Calendar.
VOTE: All voted aye; motion declared carried.
