Background:
Pagliai's Pizza of Carbondale, Inc. d/b/a Pagliai's Pizza, located at 509 South Illinois Ave., has applied for an On-Premises Secondary Use
Restaurant liquor license with package sales, video gaming, and catering liquor license riders.
Liquor Code Provisions:
On-Premises Secondary Use Restaurant: The sales of alcohol and/or video gaming revenues should be ancillary to the operation of the
business. The principal source of revenue shall come from the sale of nonalcoholic beverages and food. There is no minimum age for entry.
2-4-5: PROCEDURE FOR CRITERIA FOR ISSUING A LICENSE:
A.Notice: Upon the filing of an application for a liquor license, the application shall be reviewed by City staff for completeness, accuracy, and
recommendation to the Commission; the application will then be considered at the next available Liquor Commission meeting. The applicant
shall be notified of the date of said meeting not less than three (3) business days in advance. Failure of the applicant to accept, read, or
review the notice, whether provided by mail, email, or telephone, does not constitute improper notification by the Commission.
B.Hearing And Evidence: The Commission shall receive and may require such evidence deemed necessary to make findings based upon
the standards and factual criteria set out below and elsewhere in this title.
C.Standards And Factual Criteria: After the hearing, the Liquor Commission may grant a liquor license, contingent upon receipt of
outstanding items, if it is determined that the grant of the license would not be detrimental to the general welfare of the City. The Commission
may deny an application or may require changes to the applicant's plans in order to establish grounds for the issuance of the license if they
find that the application meets one or more of the factual criteria listed below.
1.The application does not contain all the information, supporting documents, or fees required by this title.
2.The issuance of the license would be in violation of any part of this title.
3.The applicant does not have sufficient financial assets to maintain the proposed liquor establishment or has demonstrated insufficient
financial responsibility.
4.The applicant is a convicted felon who has not been adequately rehabilitated.
5.The issuance of the license can reasonably be expected to create excessive noise, traffic, parking, or litter problems.
6.The applicant has a history of problems with regard to violations of health regulations, laws, and ordinances at prior establishments owned
or managed by the applicant.
7.The building in which the applicant seeks to operate does not meet building and zoning code ordinances and regulations.
8.The issuance of the license can reasonably be expected to create a nuisance such as excessive and repeated breaches of the peace.
9.The applicant has previously had a liquor license revoked or suspended in this or any other state or jurisdiction.
10.The applicant is seeking a restaurant license and does not provide sufficient facilities or menu items to operate as a restaurant.
Outstanding Items:
The $100 application fee has been paid and the criminal history checkdid not reveal anything that would preclude the applicant from holding
a liquor license. All other items are outstanding.

Background:
MTU-15 (Mobile Training Unit), a subsidiary state organization, is interested in developing an emergency
services training facility in Carbondale. The land they are interested in is currently City-owned property
that is zoned AG, General Agriculture, and would be in the vicinity of the Southeast Wastewater
Treatment Plant, a firefighter training facility, and the City firearms range. Staff finds that the proposed
location is appropriate for such a facility; however, the zoning code (Title 15 of the Carbondale Revised
Code) does not currently have a Land Use Type for Residential Districts (of which AG is considered),
where this facility would be categorized. As such, Staff is seeking authorization to initiate a Text
Amendment of Title 15 to permit this type of facility in an AG District. Upon adoption of this Resolution,
Planning Staff will prepare a staff report and present it to the Planning Commission as part of a public
hearing. The Planning Commission will make its recommendation to the City Council, and the Council will
make the final decision to approve or deny the Text Amendment.

Background:
The Police Department's FY2026 budget includes $220,000.00 to purchase four (4) Police SUV vehicles. In addition, the Police
Department is requesting to use Police Department restricted funds to purchase one (1) police package truck to be assigned for
police K-9 use.The new vehicles are needed to maintain safe and reliable police vehicles for responses in the City and to
continue the take-home car program for officers who live within the City limits.
Specifications for the police vehicles were prepared and the bid was advertised in theSouthern Illinoisanon Saturday, August 30,
2025, made available on the City website, and both bids were sent to thirteen (13) dealerships, and two (2) planhouses as
shown on the attached bid certificates.
Three (3) bids were submitted on Tuesday, September 16, 2025 for each bid. The lowest bid received that met the minimum
specifications and delivery time, as shown on the attached bid tab was from Vogler Ford, Carbondale, IL in the amount of
$201,068.00 for the police SUV vehicles and $49,130.00 for the truck. It is recommended that Vogler Ford, Carbondale, IL be
awarded the bid.

Background:The City of Carbondale has been awarded a second round of funding from the State of Illinois Environmental Protection
Agencys Energy Efficiency and Conservation Block Grant (EECBG). TheEECBG Program supports municipalities and counties with the
development or revision of existing strategic energy or climate action plans. Such plans will help prepare local governments for future project
funding opportunities, either offered by the State or Federal government. The City of Carbondale received the first round of no-match
funding to 1) contract Local Governments for Sustainability (known as ICLEI) to perform greenhouse gas inventories for the municipality
and community-scale Years 2020 - 2025, 2) utilize modeling software to predict and prepare regional infrastructure planning for the
electrification of building stock, transportation, and climate migration, and 3) to initiate a communication and storytelling plan contract for the
Our Energy Project with climate-focused consulting agency Pleiades Strategy. Our Energy project is a forward-thinking, people-led project of
Carbondale and the Village of Dowell that is designed to grow local prosperity by taking greater control over our energy systems and its
costs. This project will pair agriculture-friendly solar and mature storage technology to produce more than enough electricity for Carbondale
and Dowell community members.
The second round of funding, which requires no match, was approved by the Illinois Environmental Protection Agency (ILEPA) to fund the
following:
1.Conduct comprehensive energy audits of all nineteen energy-served sites owned by the City of Carbondale, in partnership with the
University of Illinois EnergySense Resilience Center.
2. Convert Southeast Wastewater Treatment Plan blower system to intermittent operation, decreasing aeration system energy demand by
roughly 60%.
a.Costs will only be incurred if the 2025 Energy Audits affirm this conversion.
3.Contract immediately actionable energy efficiency upgrades identified in the 2025 Energy Audits of all nineteen energy-served
sites owned by the City of Carbondale, including but not limited to: installation of energy efficient lighting, installation of
insulation, weather sealing, retrofit of windows/doors, HVAC upgrades to existing systems, purchase/installation of energy efficient
commercial appliances and equipment, and retrofit of pumps/motors.
a.Actionable upgrades will be prioritized based on community use and purpose, specifically emergency or resiliency building
infrastructure that supports shelter relief, communication, and other emergency services.
b.The Carbondale Warming Center is a prime candidate for LED lighting retrofit, pending a formal energy audit by the
EnergySense Resilience Center.

Background:
The City of Carbondale and Southern Illinois University (SIU) both utilize utility task vehicles (UTVs) in
the performance of property maintenance and emergency operations. At present, City Code does not
permit the operation of UTVs on public streets, which restricts their lawful use. Authorizing government-
owned UTVs to operate on City streets will enable municipal and university personnel to conduct official
duties efficiently and without violating traffic regulations. SIU has recently purchased a UTV for use by its
Department of Public Safety in conducting patrols of campus and adjacent properties, many of which can
only be reached by traveling upon City-owned streets.

on a semi-annual basis. Upon return to open session, final action will be preceded by a public recital of
the nature of the matter being considered and other information that will inform the public of the business
being conducted.

Background:
Once the City Council has returned from Executive Session into Open Session, the City Council should act either in one motion or separate
motions to approve the Executive Session meeting minutes from April 8, May 13, May 27, July 1, and August 12, 2025; declare the need for
confidentiality still exists, in whole or in part, for the remaining Closed Meeting Minutes from the City Council meetings; and to authorize the
destruction of audio recordings of all Closed Meetings that were conducted more than 18 months ago for which minutes have been approved
and no appeals are pending.
