Non-Bargaining Unit Employees Personnel Board Meeting February 4, 2021 The City of Carbondale’s Non-Bargaining Unit Employees (NBUE) Personnel Board held a regular meeting on Thursday, February 4, 2021, on Zoom 1. Call to Order The meeting was called to order at 2:06 pm by Dave Chamness. 2. Roll Call Present: Christina Kuhns, Arnold Taylor, Chuck Vaught and Corey Cawthon Also Present: Tara Brown, Susie Toliver, Dan Reed and Kaprice Whittington 3. Approval of Minutes Chuck Vaught noted a correction under Old Business, remove Jarin from line five. Christina Kuhns noted that her comment was “everyone who had been here for 5 years or more”. Motion was made by Chuck Vaught and second by Arnold Taylor to approve the November minutes with corrections and December minutes from the meetings. VOTE: All approved; Motion passed. 4. Old Business A. Discussion on Christmas Eve Holiday Dave Chamness noted that Jarin Dunnigan had a meeting with the City Manager. Dave Chamness asked Tara Brown to provide an update. Tara Brown gave a brief overview of the meeting referencing the discussion about the Christmas Eve Holiday recommendation from a half-day to a full-day off, and Tara Brown reviewed an example holiday breakdown created by Christina Kuhns. Tara Brown noted that the City Manager would review the document with Jeff Davis and get back with Jarin Dunnigan to discuss this at a later date. The City Manager was looking into floating holidays within other city governments. The Board discussed various holiday options to consider the additional holiday options. Dave asked if the Board should make suggestions at this time. Tara Brown noted that the City Manager would get back with Jarin Dunnigan to bring the discussion to the board. Dave Chamness noted that we will move on and wait for the response from the City Manager. Tara Brown noted that Jarin Dunnigan is still working with the City Manager on a number of items. 5. New Business ~None~ 6. Public Comments & Questions Chuck Vaught asked if the Board is still needing to fill the open assigned citizen member seat. Chuck Vaught stated that he has someone but they are out of the city limits. Tara Brown suggested that Jarin Dunnigan send an email to the Mayor. Dave Chamness asked Tara Brown if there has been any more discuss in reference to extending the COVID leave. Tara Brown explained that the City Manager is looking into allowing an extension with permission from the City Council. The Board discussed the various concerns from employees. 7. Announcements Next meeting – March 4, 2021 8. Adjournment Motion was made by Chuck Vaught and seconded by Arnold Taylor to adjourn.
