City of Charleston Bicycle & Pedestrian Advisory Committee Regular Meeting September 28, 2018 5:30-6:30pm Charleston Civic Design Center, 85 Calhoun St Meeting Report Attendance: Committee Members – Matt Moldenhauer (Citizen Co-Chair), Mike Seekings (Council Co-Chair), David Lewin, Katie Zimmerman, Rusty Griffith, Karl Brady Jr., Fatima Sakarya, Stephen Zoukis, Ian Mills City Staff – Keith Benjamin (Traffic & Transportation), Aaron Holly (Planning) 1) Discussion: Committee Priorities a) Committee to revisit priority list individually in preparation for next meeting. In addition to focusing on priority areas. Staff will prepare a list of bicycle and pedestrian projects for the committee to discuss and rank at the next meeting. This project list will be sent along with memo to the Traffic and Transportation Committee and City Council 2) Discussion: Mission Statement a) Proposed Bicycle and Pedestrian Committee mission statement from July 2018 meeting: ““To connect people safely for transportation and recreation through a continuous, context sensitive network” - Committee decided to table the mission statement discussion to allow input from members. Members will be editing proposed mission statement and formulating different versions of the mission statement to be voted on at the next meeting. 3) Draft Memo to Traffic & Transportation Committee a) Co-Chair Matt Moldenhauer prepared a draft memo to the City’s Traffic and Transportation Committee. Committee members decided to revise the memo individually and send edits to Chair Moldenhauer by Thursday October 11th (one week prior to the additional October meeting approved by the Committee). 4) Other Business/News a) Committee voted on and unanimously approved a special meeting in October (Scheduled for October 18th at 5:30 PM) to revisit priority sheet and create a ranked list of priority bike and pedestrian projects within city/region to send to the Traffic and Transportation Committee and City Council. b) Co-Chair Seekings requested that the new Police Chief, Luther Reynolds, present to the committee at its regularly scheduled meeting in November. c) Led by Co-Chair Seekings. The committee briefly discussed the Bird Scooters that were dropped off in the city in early August. Private electric scooters are now banned via an ordinance that was passed by City Council on August 21, 2018. Committee would like to be involved in future Bicycle & Pedestrian Advisory Committee – September 28, 2018 Page 1 ordinances and policy related to shared mobility options and how they are incorporated in the City. d) Keith Benjamin reported that the City’s Traffic and Transportation department is working with the SCDOT district office on a pilot project to utilize leftover SCDOT maintenance funding to enhance pedestrian safety at targeted intersections including through better crosswalks, ADA compliant ramps and pedestrian signaling. The following intersections are being reviewed by the City’s Traffic and Transportation Department for pedestrian signaling. Signal planning will take about three months and installation by SCDOT District 6 Office will take approximately another three months.
