Committee on Real Estate February 24, 2020 A meeting of the Committee on Real Estate was held this date beginning at 3:33 p.m. at City Hall, First Floor Conference Room, 80 Broad Street. Notice of this meeting was sent to all local news media. Present Councilmember Shahid, Chair, Councilmember Appel, and Councilwoman Jackson Also Present: Susan Herdina, Christopher Morgan, and Bethany Whitaker The meeting was opened with an invocation provided by Councilwoman Jackson. Approval of Minutes On the motion of Councilwoman Jackson, seconded by Councilmember Appel, the Committee voted unanimously to approve the minutes of the February 11, 2020 meeting. Councilwoman Jackson thinks that going forward, that they need to hold themselves responsible to make sure that every property that is brought into the City of Charleston meets the ongoing standards for storm water regulations. a. Consider the following annexations: (i) 340 and 342 Woodland Shores Road (TMS # 343-11-00-111) 0.7 acre, James Island (District 11). The property is owned by Jennifer Ringer Krause. Councilwoman Jackson stated that going forward, they needed to hold themselves responsible to make sure that every property that was brought into the City of Charleston met the ongoing standards for storm water regulations. Mr. Morgan stated that this was an existing single family residential home on the property. The property was in Councilmember Appel’s District. Councilmember Appel had been working with the County on some drainage maintenance and improvements on ditching, the municipal golf course improvements, and sidewalks. On the motion of Councilmember Appel, seconded by Councilwoman Jackson, the Committee voted unanimously to approve the above annexation. (ii) 513 Arlington Drive (TMS # 310-0700-090) 0.51 acre, West Ashley (District 11). The property is owned by Vaughn Loeffler and Sylvia De Jong. 1 Mr. Morgan stated that this was currently a church, however, the owners were interested in multifamily development on the site, similar to other multifamily developments in the area. The property was completely surrounded by the City of Charleston. On the motion of Councilmember Appel, seconded by Councilwoman Jackson, the Committee voted unanimously to approve the above annexation. (iii) 1384 Joy Avenue (TMS # 352-10-00-015) 0.45 acre, Wets Ashley (District 9). The property is owned by Gary H. Seel and Hope E. Seel. Mr. Morgan stated that this consisted of an existing single family residential home on the property, adjacent to the City of Charleston in the east. On the motion of Councilwoman Jackson, seconded by Councilmember Appel, the Committee voted unanimously to approve the above annexation. Councilmember Appel asked Mr. Morgan if all three of these property annexations were property owner initiated annexes. Mr. Morgan stated they were. Chairman Shahid said that there were these pockets of older residences in the City that created an issue with after storm debris removal and traffic patterns (i.e. speed bumps, stop signs). He suggested that they should be looking at these neighborhoods for more active annexations. Councilwoman Jackson said she would like to have a more specific kind of “formula” for determining the cost to the City for these smaller, individual annexations of properties. Mr. Morgan assured Councilwoman Jackson that on streets where the City already had a presence on (i.e. garbage pick-up) the cost was much lower than if the City did not already have a presence. He added that 95% of the properties that they brought before the Committee were already being served by the City.
