35 Folly Road
Staff Comments:
1. The project has continued to progress nicely and many positive changes have
been made.
2. The building has been further simplified and has a much improved order to it
with the use of alternating bays and hyphens.
3. For a more urban and orderly look, straighten the meandering sidewalk along
the two streets, simplify the individual sidewalks leading from the units to the
public sidewalk and further develop the outdoor spaces along the two streets,
especially Folly Road.
4. The paving pattern at the Albemarle garage entrance seems a little complex.
5. Eliminate the stepping stones in the courtyard nearest the street corner.
6. Provide a flat canopy above the two doors for the garbage storage.
7. Relocate the benches and bike racks along the street edges into the courtyards.
8. As previously requested by the board, show all mechanical equipment on the
building elevations.
9. As we have seen the design progress, it seems to make more sense for the
secondary bays to also be all brick.
10. The water table brick used at the hyphens should be of the same brick used on
the rest of the building.
11. Provide a sample of the hardi panel system to be used. The system consisting
of the reveals has been unsuccessful on other projects. A hairline joint system
is preferred.
12. Develop a way to mask the cars and lighting through the garage entrances by
either using gates or an internal screen wall.
13. The lighting levels at the garage entrances seem excessive and need to be
reduced.
14. The canopy now proposed at the street corner of the building seems to have no
real function. Consider relocating it over the Folly garage entrance.
15. Show all downspouts, dryer vents and other protrusions on the building
elevations in an orderly and inconspicuous as possible arrangement.
16. As previously requested, lower the top brow above the Folly Road garage
entrance.
17. Eliminate the white panels between the windows.
Staff Recommendation:
Staff recommends “Preliminary Approval” with the condition that the project returns
to the board for Final review (due to its size) and with the comments noted above.
1740 Bees Ferry Road
Staff Comments:
1. In meeting with the project owner early on, staff agreed to support the concept
of having the gasoline canopy in its proposed location going against the
board’s usual policy of locating the building at the street corner with the
canopy to the side or rear of the building. This agreement was subject to the
applicant providing a unique, well designed signature piece of architecture for
the canopy. Staff feels that this has not been accomplished.
2. Redesign the site, placing the building near the street corner with a building
that addresses both streets successfully.
3. Between all vehicular use areas and Bees Ferry Road frontage provide a three
foot high screen wall and a six foot high screen wall along Grand Oaks
Boulevard.
4. Incorporate the monument sign into the screen wall.
5. Remove all signage facing Grand Oaks Boulevard.
6. Provide crosswalks of specialty pavement at all pedestrian crossings on the
site.
7. Special attention has to be provided in the development of a lighting plan for
the site and canopy due to the proximity of the adjoining neighborhood.
8. Provide landscaping between the building face and sidewalk.
9. Provide more creativity in the building’s architecture.
10. The gasoline canopy lacks interest and is uninspiring.
11. Bothe the building and canopy should strongly relate to one another
architecturally.
12. Use glass in a functional manner in lieu of metal panels above the building
entrance.
13. The West elevation (drive through side) is highly visible and need restudy.
14. The drive through could be enhanced with the addition of flanking pilasters
and a canopy incorporated into them as shown at the tenant entrance.
15. Some of the building elevations are mislabeled.
16. There are some discrepancies between the floor plan and building elevations.
17. The position of the car wash and dumpster are not ideal.
18. The awning over the service entrances should match those on the other parts
of the building.
19. Provide a screen wall around the service entry doors.
Staff Recommendation:
Staff recommends “Deferral” with the comments noted above.

Staff Comments:
1. Staff feels that the proposed changes to the building and sign are not in
keeping with the design of the rest of the building. The design is poorly
executed and reads as an afterthought.
