A meeting of the Public Works and Utilities Committee was held this date at date at City Hall, 80
Broad Street, Second Floor Conference Room, at 4:24 pm. Notice of this meeting was sent to
the news media.
PRESENT
Committee Members: Councilmember Perry K. Waring, Councilmember Aubry G. Alexander,
Councilmember Rodney Williams and Councilmember Marvin D. Wagner.
City Staff: Mrs. Laura Cabiness, Director of Public Service, Mr. Tom O’Brien, Deputy Director
Public Service, Mr. Michael Metzler, Deputy Director of Public Service and Steve Kirk, Project

A. Invocation
The Chair opened the meeting with a moment of silence.
B. Approval of Public Works and Utilities Committee Minutes:
1. May 12, 2014
On motion of Councilmember Alexander, seconded by Councilmember Wagner, the Committee
voted unanimously to approve the minutes as distributed.
C. Request to Set a Public Hearing
1. Request to set public hearing to consider the abandonment of a portion of Perry
Street in front of Mitchell Elementary School between Fishburne Street and
Sheppard Street.
On motion of Councilmember Alexander, seconded by Councilmember Williams, the Committee
voted unanimously to set a public hearing to consider the abandonment of a portion of Perry
Street in front of Mitchell Elementary School between Fishburne Street and Sheppard Street.
Mr. O’Brien stated his understanding that the June meeting of City Council would be an away
meeting. The Chair confirmed. Mr. O’Brien stated that they had asked to set the hearing in
June, but suggested that they move it back to July since it’s a downtown issue.
Councilmember Alexander amended his motion to reflect having a public hearing in July versus
June. Councilmember seconded the amended motion. The Committee voted unanimously to
approve setting a public hearing to consider the abandonment of a portion of Perry Street in
front of Mitchell Elementary School between Fishburne Street and Sheppard Street.
Ms. Cabiness asked what the applicant’s intention was. Mr. O’Brien stated that they hadn’t
received anything further from them. Councilmember Alexander confirmed that it was
Charleston County School District. The Chair stated that they would like to make it easier for
the people who live there to make it to the meeting. Councilmember Alexander stated that he
doesn’t believe the item sets a specific month and he believes it could be scheduled at any
time. The Chair agreed and stated that it gives them flexibility. Ms. Cabiness suggested that

they talk to the applicant. Mr. O’Brien said that he has requested information from the
applicant, but haven’t received it.

Ms. Cabiness stated that the only one that’s a little unusual is the historical marker at 32 Bull
Street. The Parks Department installs those and they’re approved by the South Carolina
Historical Society and the Arts and History Commission. She stated that other than that, they
are irrigation systems, driveways and sidewalks. Councilmember Williams inquired about the
historical marker. Ms. Cabiness stated that she’s unsure which historical marker it is.
On motion of Councilmember Alexander, seconded by Councilmember Williams, the Committee
voted unanimously to accept the encroachment report.
G. Miscellaneous or Other New Business
1. Approval of the Memorandum of Intent with the US Forestry Service to enter into
an agreement to begin to investigate and develop a mutually-beneficial mitigation
project on USFS property (Francis Marion National Forest). (DEFERRED)
Mrs. Cabiness stated Item G-2 replaced item G-1. She asked the Committee to make a motion
to remove this item from the agenda.

On motion of Councilmember Alexander, seconded by Councilmember Wagner the Committee
voted unanimously to replace Item G-1 with Item G-2.
2. Approval of the Collection Agreement between the City of Charleston and the
USDA-Forest Service to enter into a cost sharing agreement to begin to investigate
and develop a mutually-beneficial mitigation project on USFS property (Francis
Marion National Forest). Mitigation project must be approved by OCRM and
USACOE before we can issue bid documents for Phase 3 (Tunneling) of the US17
Spring Fishburne Project. (For information only)
Ms. Cabiness stated that they’ve been working for about a year with the National Forest
Service. They’ve been looking for a mitigation site. When we build the pump station and the
outfall for the Spring/Fishburne, we’re building in the saltwater marsh, and we have to have a
mitigation site. We’ve explored several sites. We have a very promising opportunity in the
Francis Marion National Forest. This agreement allows us to reimburse the Forest Service for
their work in getting us approval to use the saltwater marsh mitigation. The total amount is
$29,000. It’s listed as information only because it doesn’t exceed the $40,000 amount that
requires Council approval, but we wanted to make you aware of this opportunity.
The Chair inquired if Ms. Cabiness had heard anything about the neighborhood on James
Island with the gate that was closing that wanted to meet with the homeowner’s association, but
kept getting pushed back. Ms. Cabiness replied that she had not. She stated that she would
speak to Ms. Andrews to see if they had had the meeting. He stated his suspicion that they
would stall as long as they could.
Councilmember Alexander inquired about the Spring/Fishburne Street Project. He asked if
there’s a bid out at this point in time. He stated that he had heard that there was a bid out
and that it came back very high. Ms. Cabiness stated that it came in somewhat high; it came in
very high for Charleston Water Systems part of the work. We have the bids and Charleston
Water Systems approved their portion of their work today. We went back and analyzed it.
The engineer’s estimate was low, but they got 3 competitive bids from qualified contractors.
The total bid was about $22 million and our budget was $25 million. As soon as we can get
approval from South Carolina Department of Transportation (SCDOT) to award the contract,
we’ll bring it to Council for approval.
The Chair asked for an update on the Forest Acres drainage piece. Mr. Kirk stated that he was
contacted by Councilmember Gregorie last week. Two property owners, 1345 and 1346 Vine
Street were concerned about some survey staking that was being done to mark out some
proposed easements for the Forest Acres drainage improvement project. The proposed
easement takes a significant portion of each of their properties alongside where the ditch is.
The Legal Department is looking into the past easement that was obtained and we’re
reevaluating what has been proposed and whether there are any other options. The Chair
inquired how many feet were being taken from the side. Mr. Kirk stated that he didn’t recall.
On the motion of Councilmember Alexander, seconded by Councilmember Williams, the
Committee voted unanimously to accept the Collection Agreement between the City of
Charleston and the USDA-Forest Service as information only.
3. Report on the Effect of Single Stream Recycling on Garbage Collection Workload.

Mr. Metzler stated that 2011 was the year that the County implemented single stream
recycling, which hasn’t really impacted the amount of garbage we’d be collecting. The number
of households we collect from has increased over the years. We’ve seen that single stream
recycling since it passed, has increased the amount of material that has been diverted from the
landfill and being recycled. He said it may seem like the amount of garbage should have
decreased down, but it comes down to two things: the population has increased and the
amount of pounds of garbage per person has increased since 2011. He stated that there are
some figures in the handout, coming from the South Carolina Solid Waste Annual Report, which
indicated that. Those figures come directly from the County and are highlighted in yellow.
Councilmember Williams inquired if the intent of single stream recycling was environmental or
if it was to increase the overall usage. He stated that he would think that it depended on the
population and didn’t see it having any impact. Mr. Metzler stated that the intent of the
County is to divert some of the waste from the landfill because we’re getting closer to the life
expectancy of the landfill and to also be good stewards of the environment. Ms. Cabiness
stated that they used to take all of the waste to the incinerator, which was off Spruill Avenue.
When they did away with the incinerator, they implemented a more robust recycling program.
This is showing us that we’re having enough growth. Another interesting phenomenon that we
looked at a number of years ago is when we were in the recession; a lot of waste generation
seemed to drop off. As the economy has been getting more robust, people are generating
more waste. The Chair asked if we didn’t have the recycling and only had the one big trash
can, would we have had to add people. Mr. Metzler replied absolutely. Councilmember
Alexander stated that we’ve been reducing and we have an outside contract for out of West
Ashley. He stated that the feeling was since we were having reductions due to the program
that it allowed us to do those kinds of things. He stated that he finds it interesting that the
growth in population is essentially offsetting it. Mr. Metzler stated that it’s not only the growth.
He stated that it’s more significant that the amount of garbage or waste that is being
generated per person per day has increased by about .45 of a pound. The growth, plus the
existing population, accounts for about 50% of the total increase. Councilmember Alexander
stated that it’s amazing that we’re generating so much garbage that even taking a significant
portion and recycling it that we’re still producing so much. He inquired what they are going to
do with the landfill and how much more room do they need given that we are now
Countywide. He stated that they started in 2011, but that was not all of the neighborhoods.
He stated that it’s very interesting to see that although we have done this and the County has
taken on that program that we are still running behind the 8 ball in the amount of garbage
generated in the City. Mr. Metzler stated that the Committee should keep in mind that when
they look at the figures of the tonnage, a good portion of that is yard debris and commercial.
He stated that the participation rates for Peninsula, West Ashley, James Island and Johns
Island are for everybody in those geographic areas, which includes the numbers for all of the
Public Service Districts because the County can’t track them. Councilmember Alexander said
that the County can’t break them down. He stated that the James Island and West Ashley
recycling programs have been out there a lot longer, so they have more people using them.
Mr. Metzler stated that his neighborhood in Mt. Pleasant just got single streaming about a
month ago. Councilmember Alexander stated that he believes the County just finished
implementation Countywide. Mr. Metzler said that you can find the City’s weights when it
comes to tonnages and households served on the City’s website. The County’s information can
be found on DHEC’s website.

voted unanimously to adjourn at 4:40 pm.
