Re: Maintenance of Stormwater Drainage System within Portions of Halsey Boulevard (S-1015) and
Barre Street (S-669)
Dear Mrs. Timmons,
The City of Charleston, through its Technical Review Committee and desire to permit the construction of
additional housing within peninsular Charleston, has reviewed the drainage studies and plans for the
Halsey Park development. We understand that the SCDOT is requiring a letter from the city indicating
that the City of Charleston will be responsible for the maintenance of the drainage system within the state
maintained right-of-way. Further, based on our meeting which took place on November 6, 2014, we
understand that SCDOT will maintain the cross pipe under Halsey Boulevard and the city will be
responsible for maintenance of the portion of the drainage system which will be constructed within the
Halsey Boulevard and Barre Street rights-of-way.
The City Council of Charleston, at its meeting held November 25, 2014, approved action by staff to
notify SCDOT that it has agreed to accept maintenance responsibility for the portion of the proposed
stormwater drainage system within in the state maintained right-of-way shown on the attached drawing
after it has been constructed to City of Charleston construction standards.

(lying between a property owned by “the Citadel Trust, Inc.” and one owned by the City Council
of City of Charleston)
Dear Mrs. Timmons,
By way of an email dated August 14, 2014, you have made the City aware of a request from The Citadel
to have certain state roads near The Citadel and identified in the subject line removed from the state
maintenance system for use by The Citadel.
1) As to S-10-2266 (lying between two properties owned by “the Citadel Trust, Inc.”), the City of
Charleston has determined that it does not desire to adopt the street as a city street. Pursuant to S. C.
Code of Laws Section 57-5-80, as amended by Act 98 of 2013, the City understands that it has the right
of first refusal to accept roads into its maintenance responsibility when roads are considered for transfer
from the state highway system to a non-governmental agency and we wish to waive that right.
2) As to S-10-2266 Spur (lying between a property owned by “the Citadel Trust, Inc.” and one
owned by the City Council of City of Charleston), the City of Charleston has determined that it does not
desire to adopt the street as a city street. Pursuant to S. C. Code of Laws Section 57-5-80, as amended by
Act 98 of 2013, the City understands that it has right of first refusal to accept roads into their maintenance
